Port Corpus Christi Acting Chief of Police Tom Mylett has been promoted to chief of police. Edward R. Oppel was elected chairman of the Port of Palm Beach District Board of Commissioners for 2014 at the board’s January meeting. Emilio F. Salabarria is joining Port Tampa Bay as director of safety and training. Cléo Marchand and Martine Gravel have been unanimously re-elected to two-year terms as chairman and vice-chairman, respectively, of the board of directors of the Trois-Rivières Port Authority.

Port Corpus Christi Promotes Tom Mylett to Chief of Police  

Port Corpus Christi Acting Chief of Police Tom Mylett has been promoted to chief of police. He will report directly to Frank Brogan, the port's managing director. 

Chief Mylett joined the Port of Corpus Christi Police Department in 2004 as a police lieutenant and was appointed as assistant chief of port Police in 2008. He has been acting chief since the resignation last May of Chief Hubert "Arch" Archambo

"Throughout his years at the port, Tom has proven the leadership skills needed to become the head of the Port Police Department," said Port Commission Chair Judy Hawley. "We have no doubt, Tom will continue  directing the department as he has been doing for the last months as acting chief of police."

Tom Mylett was honorably discharged in 1981 from the U.S. Coast Guard after eight years of service. Almost immediately thereafter, he joined the Corpus Christi Police Department, where he served for 23 years. He retired honorably in 2004, having served as patrol officer, field training officer, search and recovery dive team member, CID detective, undercover and vice enforcement investigator, patrol division lieutenant, and supervisor of the Vice/Narcotics night operations unit.

He is a 2006 graduate of the Sam Houston State University Bill Blackmore LEMIT Leadership Command College and an active member of the AAPA Security Committee.

Palm Beach: Ed Oppel Elected Port District Chairman 

Edward R. Oppel was elected chairman of the Port of Palm Beach District Board of Commissioners for 2014 at the board’s January meeting. As chairman, he succeeds Commissioner George E. Mastics.

Mr. Oppel was first elected to the commission in 2005. He is now serving his third term as a port commissioner and his second term as port commission chairman.

He also served as the port’s executive director from March 1996 to January 2000. During that time, he oversaw a $100 million capital improvement project, which included the construction of the SkyPass Bridge, the port’s now Slip 1, a 100,000-square-foot cruise terminal and an office building.  

At the January board meeting, the commissioners also elected Blair J. Ciklin vice chair and Wayne M. Richards secretary-treasurer for 2014.

Port Tampa Bay Selects New Port Safety and Training Director

Emilio F. Salabarria is joining Port Tampa Bay as director of safety and training. In this newly-created position, he will be responsible for the safety of all port operations, as well as community outreach on port safety initiatives.

A Tampa native, Mr. Salabarria will retire from Tampa Fire Rescue (TFR) after 29 years of service; his first official day with Port Tampa Bay will be March 3. As TFR’s chief of special operations, he has been involved with the mitigation of incidents in and around the port. He holds a bachelor’s degree in business administration and a master’s in critical incident management.

"We are extremely pleased to bring on Mr. Salabarria, who brings to the port many, many years of expertise in security, safety, and fire and hazmat operations, and he knows this community and the port inside and out," said Paul Anderson, the port’s president and CEO. "We are very eager to put his vast knowledge and enthusiasm to work for the benefit of the port and the community in general."

Trois-Rivières Port Authority Renews Terms of Board Chair and Vice Chair

Cléo Marchand and Martine Gravel have been unanimously re-elected to two-year terms as chairman and vice-chairman, respectively, of the board of directors of the Trois-Rivières Port Authority

Both were appointed to the port authority board in May 2008 by Canada’s Governor in Council on the recommendation of the Transport Minister in consultation with the users of the port. 

Mr. Marchand holds a degree in secretarial administration from the Centre des études universitaires de Trois-Rivières and a bachelor's degree in business administration from the Université du Québec. He has worked in various academic and management capacities at Université du Québec à Trois-Rivières, including, among others, professor, program director and senior executive. 

Mrs. Gravel is an attorney who specializes in health law and safety, as well as administrative and constitutional law. She lectures in those fields and is co-author of several law books. She is senior counsel in the law firm Morency, and also teaches at the Québec Bar school. She graduated from Université Laval with master’s degree and a doctorate in law and has been a member of the Québec Bar since 1987.
