J.A. (Alfonso) Boekhoudt is taking a four-year leave of absence as managing director of the Aruba Ports Authority N.V. following his swearing in November 14 as Minister Plenipotentiary in the Dutch capital city of The Hague, Gary Lee Moore, who has served as Los Angeles city engineer and general manager of the city’s Bureau of Engineering for the past decade, is now interim executive director of the Port of Los Angeles. Longtime AAPA and U.S. Army Corps of Engineers executive Dave Sanford has been named deputy executive director at Port Manatee following a national search.

Aruba Port Authority Managing Director Named Minister Plenipotentiary in The Hague 

J.A. (Alfonso) Boekhoudt is taking a four-year leave of absence as managing director of the Aruba Ports Authority N.V. following his swearing in November 14 as Minister Plenipotentiary in the Dutch capital city of The Hague. During those four years, he will represents the Aruban Government in The Netherlands and the interests of Arubians living in Holland. Additionally, he will "be having a special assignment to focus on building a third economical pillar for Aruba serving as a transit point for business in the region." 

During his absence, Humphrey Tromp, the port authority’s financial director, will also serve as its acting managing director, with responsibility for all port operations and personnel matters. Mr. Boekhoudt intends "to stay actively staying abreast of all developments in the business and plan to return at the conclusion of my tenure in The Netherlands. "  

Los Angeles: Gary Lee Moore Begins Duties as Interim Port Executive Director 

Gary Lee Moore, who has served as Los Angeles city engineer and general manager of the city’s Bureau of Engineering for the past decade, is now interim executive director of the Port of Los Angeles.

"Gary is a trusted public servant, with a 28-year track record with the city," said Los Angeles Mayor Eric Garcetti, who appointed Mr. Moore to the position last month. "His leadership will be critical in our efforts to grow and maximize the port’s economic impact while minimizing environmental concerns in harbor area neighborhoods and the entire Los Angeles region.

Mr. Moore replaces Geraldine Knatz, Ph.D., who served as the port’s executive director for almost eight years before announcing her retirement in October. Mr. Moore’s first order of business will be a trip to Japan, where he will meet with Japanese customers and port officials. 

As the Los Angeles city engineer, Mr. Moore oversaw an annual operating budget of $149 million and 400 active projects totaling $2.9 billion. He was responsible for the completion of 1,357 projects and 3,000 emergency sewer repairs totaling more than $5.2 billion.

Prior to that, he served as general manager of the city’s Bureau of Engineering, where his duties included the planning, design and construction of all public facilities, management of billions of dollars of voter-approved public bond funds, and the delivery of cross-sector local government programs serving millions of residents and businesses in diverse neighborhoods and industries. 

Under Mr. Moore’s leadership, many building projects – including the Griffith Observatory and the Los Angeles Police Department Administration Building – were successfully certified according to U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED™) standards.

Mr. Moore graduated from the University of California, Los Angeles, with a BS degree in engineering and completed the UCLA Anderson School of Management’s Executive Organizational Leadership Program. He is a registered Professional Civil and Mechanical Engineer in California, has authored and co-authored research papers and presented his work at professional conferences.

Port Manatee Names Sanford Deputy Executive Director

Longtime AAPA and U.S. Army Corps of Engineers executive Dave Sanford has been named deputy executive director at Port Manatee following a national search.

"As Port Manatee’s chief operating officer, my aim is to support our chief executive officer, Carlos Buqueras, in achieving his vision to transform Port Manatee into one of the nation’s premier seaports," said Mr. Sanford, who came to Port Manatee in August in the role of interim chief of staff. "We’ll achieve that goal as a corporate team by growing and diversifying the customer base, outperforming our competition in services provided and enhancing our infrastructure to meet current and future customer needs.

Mr. Sanford has more than 40 years of maritime industry experience, most recently as director of navigation policy and legislation at AAPA. He served in several senior capacities with the U.S. Army Corps of Engineers, including chief of civil works policy and chief of the Interagency and International Services Division. He was water resources adviser to U.S. Senator Daniel Patrick Moynihan (D-NY), during Moynihan’s term as chairman of the Senate Environment and Public Works Committee.

A U.S. Army veteran, Mr. Sanford has served on numerous maritime industry boards. In October, he was appointed to a three-year term on the National Academies’ Marine Board. 

"The plan to achieve our vision is based on capitalizing upon Port Manatee’s unique assets – location, land available for expansion, mainline rail access, uncongested access to the Interstate highway system, skilled local workforce and technical educational system and, most importantly, a supportive community and port authority commission," Sanford said. "My immediate priorities focus upon improvement of port operations and safety, upgrade of our infrastructure and development of our staff resources and training."
