AAPA Security Caucus Meeting in Washington, D.C.

The AAPA Security Caucus met in Washington, D.C., on May 20 and 21 to discuss security policy issues with staff from Capitol Hill and representatives from federal agencies, including the Federal Emergency Management Agency (FEMA), Customs and Border Protection (CBP), the Coast Guard (USCG), the Transportation Security Administration, the Domestic Nuclear Detection Office, the DHS Threat and Risk Analysis Center, and the National Oceanic and Atmospheric Administration.

An exchange of views and information was had on issues ranging from performance period extensions within the Port Security Grant Program, to the future funding priorities for Radiation Portal Monitors and other non-intrusive inspection machines. Also discussed was the Transportation Worker Identification Credential (TWIC) program, and in particular the Coast Guard’s current process for implementing a TWIC Reader Rule.

Co-Chairs Beth Rooney (Port Authority of New York & New Jersey) and Randy Parsons (Port of Long Beach) led the series of meetings. Also on hand were representatives from the ports of Los Angeles, Oakland, San Francisco, Seattle and Tacoma, and the Massachusetts Port Authority, all of whom took part in what was at times a lively back and forth between Caucus members and federal agency staff.
