Virginia: Hampton Roads Chassis Pool Brings Aboard New Ocean Carriers and Implements Latest Features

Hampton Roads Chassis Pool (HRCP) has started implementing the latest updates and features to the Option 2 program that enables ocean carriers to exit chassis-provisioning in the Port of Virginia. 

HRCP II and Virginia Intermodal Management are wholly owned subsidiaries of Virginia International Terminals, which in turn is a wholly owned subsidiary of the Virginia Port Authority. 

The technology used by HRCP has undergone an update that adds new features, simplified processes and new ocean carrier functionality. Additionally, new ocean carrier partners, with exception-based billing rules, have joined the carriers already using the service. 

Updates to the program are focused on responding to motor carriers’ requests regarding the invoicing data and process. The changes include extending the time period between invoices, introducing new data elements to the chassis trip view screen, and adding payment and adjustment validations. Moreover, the product release allows ocean carriers to log-in and review trips related to their containers. 

On April 1, four ocean carriers – OOCL, Cosco, Hyundai, and Hanjin – began sending data that determines if a chassis trip should be billed to the ocean carrier or to the motor carrier using the chassis. These ocean carriers join others already using simpler business rules. Additional ocean carriers are scheduled for onboarding over the next two months. HRCP and IAS have worked closely with the ocean carriers to translate the very complex exception-based billing rules into clear invoicing information in the system. The most recent update to the application provides advanced visibility as to how these moves are being billed. 

HRCP launched the Option 2 program in November 2012. Since launching the service, HRCP has brought aboard many ocean carriers who use the Port of Virginia as well as the most active motor carriers in the port community. In the upcoming months, HRCP anticipates partnering with many more ocean carriers and motor carriers. 

The Hampton Roads Chassis Pool II was established to provide the highest quality of service to all users of The Port of Virginia. The chassis pool offers systematic maintenance of chassis with the goal of providing safe and economical chassis for use in the Hampton Roads area of operation. By using economies of scale, the HRCP II will stabilize maintenance and repair costs while improving and maintaining the equipment to the stated standards. This means efficiencies and cost savings for the member lines, terminal operators, port stevedores and trucking companies. Through these efficiencies, the Hampton Roads Chassis Pool will require fewer assets and less repositioning to provide directed emphasis on cargo movement rather than chassis.
