Boston: Massport Fills Senior Administrative Posts

The Massachusetts Port Authority (Massport) recently filled two senior administrative positions with the appointment of José C. Massó, III, as director of community relations and the promotion of James P. Doolin to chief development officer.
Massport owns and operates Boston Logan International Airport, Hanscom Field, Worcester Regional Airport, the public cruise and container terminals in the Port of Boston, and real estate holdings in the city.

Mr. Massó began his public service career in 1983 in the Governor’s Office of Community Services and subsequently held key community affairs posts at the Massachusetts Bay Transportation Authority, Northeastern University and the Puerto Rico Federal Affairs Administration. He has had a successful career in broadcasting and was inducted into the Massachusetts Broadcasters Hall of Fame in 2010. According to Massport, he is fluent in Spanish and skilled in cross-cultural communications.

As director of community relations, Mr. Massó will oversee the development and implementation of programs designed to lessen the impact of Massport facilities on its neighbors. The Community Relations Department is the first point of contact for the authority with community groups and responds to the general public’s request for information, concerns and complaints.  It leads community meetings and makes presentations to community organizations on Massport’s policies, plans and programs and other complex subjects.

Mr. Doolin came to Massport in 1995 as a deputy director for planning and urban design and rose steadily during his career. After the death of Lowell Richards, he became acting chief development officer and now holds the position permanently.
The chief development officer provides overall management and administrative direction on the authority's transportation and master planning, current and future real estate and facility development projects, asset management, ground leasing activities and other new ventures in accordance with the authority's policies, procedures and priorities. Mr. Doolin has a master’s degree in regional planning from the University of Pennsylvania.
