Stockton Board Elects Officers, Seats New Member

The Port of Stockton board of commissioners has re-elected Stephen Griffen, elected Victor Mow vice chairman, and welcomed a new member, Michael Patrick Duffy.

Mr. Griffen, who was recently re-elected to the port board by the Stockton City Council, has been a port commissioner since January 2009. A lifelong resident of Stockton, he is the owner of Country Club Service, Bob's Lube and Country Club Smog. He has worked as a longshoreman since 1977.

Mr. Mow served eight years as a San Joaquin County supervisor, two of them as chairman. Prior to becoming a port commissioner, he was elected to two terms on the Stockton City Council and is a former Stockton vice mayor.

Mr. Duffy, who was elected to the port board by the city council to succeed W. Ronald Coale, is president and CEO of the Financial Center Credit Union in Stockton. He holds an MBA from Pepperdine University’s Graziadio School of Business and a B.A. in International Relations from San Francisco State University. He is involved in numerous business, education, non-profit and faith-based organizations and has received various honors, including Hispanic Chamber of Commerce Executive of the Year, San Joaquin County Bar Association’s Liberty Bell Award and excellence-in-marketing awards from CUES and CUNA.

The port board consists of seven members – four appointed by the City of Stockton and three appointed by San Joaquin County – each with terms of four years.
