Long Beach: Bynum Elected Harbor Commission President

Lou Anne Bynum was elected president of the Long Beach Board of Harbor Commissioners at the board’s meeting on July 24. The five-member board is the governing authority of the Port of Long Beach.

During that same meeting, board members also elected Tracy Egoscue vice president and Lori Ann Guzmán secretary.

Commissioner Guzmán had served as board president and Commissioner Bynum as vice president for the past two years.

Appointed to the Commission in May 2014 by then-Mayor Bob Foster and again by current Mayor Robert Garcia in 2015, Commissioner Bynum is executive vice president of College Advancement and Economic Development for Long Beach City College. Commissioner Egoscue, a Long Beach-based environmental attorney, was appointed to the Commission by Mayor Robert Garcia in September 2014.

The board at its July 24 meeting also thanked and said farewell to two departing Commissioners, Rich Dines and Doug Drummond, who have served on the Commission since 2011.

Former state Assembly member Bonnie Lowenthal, who is also a former Long Beach City Council member, and former Long Beach City Council member Frank Colonna have been appointed by Mayor Garcia and confirmed by the City Council to take succeed Commissioners Dines and Drummond.

New York/New Jersey: Jeffrey H. Lynford Selected Vice Chairman of Port Authority's Board of Commissioners

Jeffrey H. Lynford has been chosen by the Board of Commissioners of the Port Authority of New York & New Jersey to be the Port Authority's new vice chairman.

Mr. Lynford, whom Governor Cuomo appointed to the board in June 2011 and again two years later, is president and CEO of Educational Housing Services, Inc., a not-for-profit New York City organization that offers safe and affordable housing to college students and interns.

Co-founder of the Wellsford group of public and private real-estate companies, Vice Chairman Lynford served as chairman of three exchange-listed corporations during his career on Wall Street and held senior investment banking positions.

He was also a trustee/director on the boards of S.E.C. reporting corporations, mutual funds and non-profit organizations, with an expertise in capital formation and corporate governance "best practices."

Prior to his appointment to the port authority board, Mr. Lynford served as a gubernatorial appointee on the New York State Council on the Arts and the Trust for Governors Island. He currently serves on the boards of New York University and the NYU Tandon School of Engineering. He holds a BA in history from SUNY Buffalo, an MPA from the Woodrow Wilson School at Princeton University and a JD from the Fordham University School of Law.

Stockton Port Chair Blanchard Elected President of Association of Pacific Ports

Dr. Elizabeth "Liz" Blanchard, chair of the Stockton Port District Commission, was elected president of the Association of Pacific Ports during the APP’s 104th annual conference, July 19-20, in Pago Pago, American Samoa.

APP is a trade and information association founded in 1913 as the Pacific Coast Association of Port Authorities for the purpose of promoting increased efficiency and effectiveness of the ports of the Pacific. Current members include ports in Alaska, American Samoa, British Columbia, California, Guam, Hawaii, Marshall Islands, Micronesia, Oregon, Saipan, Taiwan, and Washington state.

Also elected at the Pago Pago conference were: 1st Vice President: Mike Avent (Port of St. Helens); 2nd Vice President: Ian Marr (Nanaimo Port Authority); and 3rd Vice President: Douglas Drummond (Port of Long Beach, California). The immediate past president is Claire Poumele of the American Samoa Deptartment of Port Administration.

Dr. Blanchard, who holds a doctorate in psychology from the University of the Pacific, has been a port commissioner since 2008. She was reappointed to a third four-year term in January 2016 by the San Juaquin County Board of Supervisors. She was elected port district chair in 2012 and again in 2016.

Dr. Blanchard worked for eight years on the Stockton City Planning Commission and two years on the San Joaquin County Planning Commission. She is past president of the San Joaquin Delta College California Teachers Association, professor at San Joaquin Delta College and administrator at the School of Education at the University of the Pacific. She is an active member of the AAPA Maritime Economic Development and Public Relations committees.
