AAPA’s Admin/Legal Program Focused on Anticipating and Avoiding Risks

Attendees at the AAPA Port Administration and Legal Issues Seminar held March 7-8 in Oakland learned how to protect their ports in a variety of ways, from creating proactive human resources policies and developing risk management strategies to addressing labor disputes and planning for emergencies.

Sessions related to financial issues were particularly popular. One panel discussed how to ensure payments of port charges and to protect a port in the event of tenant bankruptcies, while another discussed the effective use of public/private partnerships and other alternative financing arrangements. Others focused on dredging and environmental issues, record retention, real estate and terminal leasing (including Shipping Act regulation), and security.

Participants were treated to a lovely sunset harbor cruise highlighting some of the facilities of our host, the Port of Oakland.
