AAHOA on the Hill
The National Labor Relations Board proposed a rule that would return the joint employer standard to its historical definition. This would overturn the 2015 Browning-Ferris Industries ruling that expanded the definition to include entities such as franchisors. Unless the joint employer standard is clarified, small business owners remain at risk of losing control over the day-to-day management of their business. The NLRB wants to hear from you about this proposed rule change and will accept public comments until November 13, 2018.
The Department of Labor announced a Notice of Proposed Rulemaking to help small businesses strengthen retirement security for American workers. Association Retirement Plans would allow small businesses to band together to offer 401(k) plans to their employees. Association Retirement Plans could be offered by associations in a particular industry nationwide. This action builds on President Trump's Executive Order “Strengthening Retirement Security in America” issued this past summer.

In the Market
SunTrust Robinson Humphrey reports, “Luxury (+4.8%) was the strongest chain scale for branded hotels; Upper Midscale was the weakest at +1.7%. Midscale (+2.9%) also underperformed the industry average. Last week's results reflected a sequential improvement in RevPAR vs. the prior week although results were still double-digit negative in Houston and Miami. The majority of the RevPAR gains last week in most markets and chain scales were ADR driven.” For more, read the full report.
