More than 200,000 Americans die of sudden cardiac arrest every year. If one of your employees had a heart attack while at work, would someone there know what to do? When blood flow or breathing stops, seconds count--permanent brain damage or death can happen quickly. Knowing how to perform cardiopulmonary resuscitation (CPR) could save a life.

BUSINESS NEWS
Wins in Some Areas Offset by Cost Increases in Others
For the California employer community, the 2016 legislative year will have a variety of impacts, depending on the industry and size of business. The California Chamber of Commerce advocacy team and its allies stopped dozens of harmful bills, won amendments removing the most onerous provisions in other proposals, and helped pass many bills that will increase certainty and reduce competitive disadvantages for California businesses.

The CalChamber Alert newsletter recently reported on new Occupational Safety and Health Standards Board (Board) regulations that might affect your company. Since the beginning of calendar year 2016, the Board has adopted and had approved by the Office of Administrative Law five sets of regulations. The Board staff determined that two sets of regulations were in need of revision to make California’s regulations "at least as effective as" the counterpart federal regulations; one regulation was the result of an Appeals Board decision after reconsideration; and two regulations were the result of petitions.

John Seiler, former editorial writer at the Orange County Register, recently commented on the US Senate race from California on foxandhoundsdaily.com. He is of the opinion that the race needs to focus on an important project that could bring water to Southern California while helping the environment. He states that candidates Loretta Sanchez and Kamala Harris need to debate why Sen. Dianne Feinstein has been holding up the Cadiz Valley Water Conservation, Recovery and Storage Project out in the desert.

The U.S. Energy Information Administration's (EIA) October Short-Term Energy Outlook (STEO) indicates that oil market conditions are somewhat looser by the end of 2017 than previously projected. Although the annual average spot prices for West Texas Intermediate (WTI) and Brent are similar across the current and previous outlooks, quarterly WTI and Brent spot prices were revised more significantly. EIA's October STEO Brent crude oil price forecast for the fourth quarter of 2016 and the first quarter of 2017 is $48 per barrel (b) about $3/b higher than in the September forecast, reflecting recent price movements and a reduction in near-term downside price risks. However, the forecast for prices toward the end of 2017 has actually been reduced, with prices for 2017 as a whole slightly below the September forecast. The recent activity of U.S. onshore producers, along with expectations of higher U.S. production in 2017, is one of the drivers for lowering EIA's Brent crude oil forecast in the fourth quarter of 2017 to $55/b from a forecast of $58/b in the September STEO.

CARB
Big Trucks Will Have to Get Cleaner--And Industry Is Fine With That
An article on the Construction Industry Air Quality Coalition (CIAQC) website by Robert J. Bowman, SupplyChainBrain, recently discussed the fact that federal regulators are mandating drastic reductions in emissions from heavy-duty trucks over the next 10 years, and that truck manufacturers and big shippers alike are applauding the move. New standards released by the Department of Transportation and Environmental Protection Agency call for reductions of up to 25 percent in carbon emissions from big tractor-trailer rigs. Smaller cuts will be required of delivery fleets and buses. The new standards will slash carbon emissions by 1.1bn tons, and oil consumption by 2bn barrels, DOT and EPA are claiming.

On July 26, 2007, the Air Resources Board (ARB) adopted a regulation to reduce diesel particulate matter (PM) and oxides of nitrogen (NOx) emissions from in-use (existing), off-road, heavy-duty diesel vehicles in California.

A fleet average calculator for small fleets has been made available for public use. The small fleet average calculator is for small-sized, off-road fleets (2,500 or less total horsepower) and covers all compliance years. The calculator is available here. Fleet owners utilizing the calculator are advised to first read the User Guide in order to familiarize themselves with the calculator.

The regulation requires diesel trucks and buses that operate in California to be upgraded to reduce emissions. Lighter and older, heavier trucks must be replaced starting Jan. 1, 2015. By Jan. 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent. The regulation applies to nearly all privately and federally owned diesel-fueled trucks and buses and to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds.

This area of the Off-Road Mobile Sources website pertains to off-road, large spark-ignition (LSI) equipment greater than 25 horsepower, including farm, construction and industrial equipment, powered by gasoline and liquefied petroleum gas (LPG) and other alternate fuels. Typical applications that use LSI engines include forklifts, specialty vehicles, airport service vehicles, large turf-care equipment, portable generators and a wide array of other agricultural, construction and general industrial equipment. The U.S. EPA has sole authority to control new farm and construction equipment under 175 horsepower.

What's New? Posted July 21, 2016:

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations Title 13 CCR, sections 2180–2189 for HDVIP and Title 13 CCR, sections 2190–2194 for PSIP, which govern these programs, were last amended in 2013.
