Volvo Rents recently announced the acquisition of Valley Rental Centers, a two location construction equipment rental company based in Merced and Modesto, California. Previously co-owned by Volvo Rents franchisees Helder Garcia and Brian Silveria., the centers are located at 101 S. Hwy 59 in Merced and 4600 Salida Blvd. in Salida. Anchored by an increase in local construction spending that is projected to total nearly $5.2 billion between 2012 and 2016, Volvo Rents is looking to grab a bigger piece of the construction equipment rental pie that is currently up for grabs in Merced and Modesto. To capitalize on the economic upturn, Volvo Rents is embarking on a new course, where it will not only operate a franchise network of rental stores, but also manage and grow a network of company-owned stores.

The first quarter of 2012 proved a strong period for Wacker Neuson, especially in its core markets of Europe and North America. Revenue continued to grow in the second quarter, rising 7 percent on the prior-year quarter to EUR 284.2 million (Q2 2011: EUR 266.9 million). "Demand in the European construction and agricultural industries slowed during the second quarter, which inevitably dampened revenue growth for this region," explains Cem Peksaglam, CEO of Wacker Neuson SE. "By contrast, strong light and compact equipment sales in the Americas pushed revenue in this region up 23 percent on the previous year’s quarter – a result that significantly exceeded our expectations. This development confirms that a broader international footprint enables us to absorb economic fluctuations more effectively."

The CalChamber Alert newsletter reported that Governor Edmund G. Brown Jr. vetoed two more "job killer" bills and signed two others into law, concluding his work on legislation for this year. That means 28 of 32 "job killer" bills the California Chamber of Commerce identified this year have been defeated or amended. Of six "job killers" sent to the Governor, four will become law.

The following article, by Loren Kaye, President of the California Foundation for Commerce and Education, was posted on foxandhoundsdaily.com on October 12th. Kaye states that if Governor Brown’s Proposition 30 loses at the ballot in 25 days, the fingers will be pointing to the left, which would be an odd circumstance in a state with such a long history of anti-tax activism from the right. But, Kaye states, the main headaches for the Governor have been caused by his co-partisans. The official "No on 30" campaign has benefited from liberal in-fighting and mistakes.

The Air Resources Board announced on October 12 that its month-long multi-agency campaign to ensure that trucks traveling on California's roadways are obeying state air pollution laws was a huge success. With assistance from the California Highway Patrol, Caltrans and the California Department of Food and Agriculture, ARB staff inspected 4,053 trucks at roughly 40 locations throughout the state during August, noting an overall compliance rate of more than 80 percent. Trucks were inspected for compliance with many air pollution laws including those requiring owners of certain model year vehicles to install diesel soot filters to reduce harmful diesel emissions.

All diesel-fueled trucks, buses, trailers and transportation refrigeration units operating in California, including those based out-of-state, have requirements to reduce air pollution and improve the state's overall air quality. The regulation requires diesel trucks and buses that operate in California to be upgraded to reduce emissions. Heavier trucks must be retrofitted with PM filters beginning January 1, 2012, and older trucks must be replaced starting January 1, 2015. By January 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent. The regulation applies to nearly all privately and federally owned diesel fueled trucks and buses and to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds. Small fleets with three or fewer diesel trucks can delay compliance for heavier trucks by reporting and there are a number of extensions for low-mileage construction trucks, early PM filter retrofits, adding cleaner vehicles and other situations.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The Heavy-Duty Vehicle Inspection Program (HDVIP) program requires heavy-duty trucks and buses to be inspected for excessive smoke and tampering, and engine certification label compliance. Any heavy-duty vehicle traveling in California, including vehicles registered in other states and foreign countries, may be tested. Owners of trucks and buses found in violation are subject to minimum penalties starting at $300 per violation. The Periodic Smoke Inspection Program (PSIP) program requires that diesel and bus fleet owners conduct annual smoke opacity inspections of their vehicles and repair those with excessive smoke emissions to ensure compliance. All vehicles that do not pass the test must be repaired and retested. A fleet owner that neglects to perform the annual smoke opacity inspection on applicable vehicles is subject to a penalty of $500 per vehicle, per year.

On July 26, 2007, the Air Resources Board (ARB) adopted a regulation to reduce diesel particulate matter (PM) and oxides of nitrogen (NOx) emissions from in-use (existing) off-road heavy-duty diesel vehicles in California. ARB staff is offering Course 504: In-Use Off-Road Diesel Vehicle Regulation Training at various locations throughout California on September 19, 2012, through November 6, 2012. This class will provide an overview of the Off-Road regulation, including the applicability, requirements and the Diesel Off-Road Online Reporting System (DOORS). This area of the Off-Road Mobile Sources website pertains to off-road large spark-ignition (LSI) equipment greater than 25 horsepower, including farm, construction, and industrial equipment, powered by gasoline and liquefied petroleum gas (LPG), and other alternate fuels. Typical applications that use LSI engines include forklifts, large turf care equipment, portable generators, and other agricultural, construction, and general industrial equipment.

Owners or operators of portable engines and certain other types of equipment can register their units under the Air Resources Board's (ARB) Statewide Portable Equipment Registration Program (PERP) in order to operate their equipment throughout California without having to obtain individual permits from local air districts. For 2012, engine manufacturers are required to produce engines in all power categories that are certified to the Interim Tier 4 level. Engines that were produced under the "flex" provisions of either 40 CFR part 89.102 or 1039.625 will continue to be eligible for initial registration in PERP. On July 1, 2012, to apply for initial registration in PERP, all non-flex diesel engines rated 50 bhp and above must be certified to the interim Tier 4 emission standard. The fleet standards from the Portable Engine ATCM take effect January 1, 2013.
