On March 27, John Deere announced the introduction of its K-Series Backhoe Loaders, eight productive and efficient models (310K EP, 310K, 310SK, 310SK TC, 315SK, 410K, 410K TC, 710K) that build on the success of the popular J-Series. April 2, 2012 -- The positioning division of RDO Equipment Co., RDO Integrated Controls, announced the acquisition of Topcon California, a Topcon Construction Positioning Products dealer for the states of California and Hawaii with stores located in Sacramento and Tustin. Prior to the acquisition, Topcon California was owned by Topcon Positioning Systems.

In line with its growth strategy, Wacker Neuson focused on increasing market penetration for its light and compact equipment offering in its core markets in Europe and North America in 2011. At EUR 991.6 million (previous year: EUR 757.9 million), Group revenue was up by 30.8 percent, making 2011 the best fiscal year in the company’s history. Wacker Neuson has thus achieved its goal of returning to 2007 pre-crisis figures even earlier than expected. The euro and debt crises had hardly any impact on business performance in 2011. "Our commitment to retain our core workforce and to keep crucial expertise in the company during the economic crisis is paying off now. We are now in a position to seize market opportunities quickly. In just two years, we have increased revenue by an impressive 66 percent," explains Cem Peksaglam, CEO of Wacker Neuson.

Since November 2, 2010, all outdoor places of employment have been subject to the heat illness prevention regulation, Title 8 of the California Code of Regulations, Section 3395 Heat Illness Prevention in Outdoor Places of Employment, reports California Chamber of Commerce Alert Newsletter. The industries subject to all provisions of the regulation, including the "High Heat Procedures," include Agriculture; Construction; Landscaping; Oil and gas extraction; and Transportation and delivery of agricultural products, construction materials or other heavy materials. There is an exemption for employees who are not performing loading or unloading duties, but who are operating an air-conditioned vehicle.

The California Chamber of Commerce released its annual list of "job killer" bills last week, calling attention to the negative impact that 23 proposed measures would have on California’s competitiveness and job climate if they were to become law. The CalChamber also unveiled a new, one-of-a-kind website—CAJobKillers.com—which will highlight California’s job-killing proposals, policies, regulations and legislators.

Loren Kaye, president of the California Foundation for Commerce and Education, commented on foxandhoundsdaily about the CalChamber's list of "job killing" legislation released on April 10. A total of 23 bills were listed, that, in CalChamber's view, would further curb California’s competitiveness and chill the investment climate.

On April 12, the U.S. EPA was scheduled to remove three 10,000 gallon underground tanks, which held gasoline or diesel fuel from an abandoned gas station in Compton, Calif. EPA contractors also took water and soil samples to evaluate whether the storage tanks had leaked. If the tanks have leaked, EPA and the state and regional water boards will assess the level of environmental cleanup required to make the site available for reuse. This is part of a $1.3 million dollar pilot project to clean up underground storage tanks at 29 sites in the Los Angeles area. The Compton gas station originally operated from the mid-1960s until 1992 when it was burned down during the Los Angeles riots and subsequently abandoned.

The U.S. Environmental Protection Agency (EPA) will offer technical assistance on cutting-edge development issues in five areas of the country, including San Francisco, Calif. The Agency plans to replicate that assistance to other places facing similar development challenges. EPA’s Smart Growth Implementation Assistance program helps communities address development in ways that improve the economy, the environment and public health.

The U.S. Environmental Protection Agency and the Los Angeles Regional Water Quality Control Board announced on March 27 the latest in a series of pollution reduction plans designed to restore 175 water bodies in Los Angeles and Ventura Counties. The pollution targets set by these plans will improve water quality, restore ecosystems, and protect the public by eliminating beach closures due to bacteria and improving the health of fish used for consumption.

CARB
The regulation requires that you meet the Basic Engine Model Year Schedule requirements. There are other compliance options in the regulation that may give you more time to meet the requirements of the regulation if reported by March 30. Although the March 30 deadline has passed, you should still report per the regulatory requirements as soon as possible. ARB can exercise discretion in how we implement the regulation, and may take into consideration a good faith effort in determining compliance. The best way to report is to use our online reporting system as it is the quickest and most efficient method. Smaller fleets can enter their information directly online. Larger fleets can use an upload spreadsheet to report vehicle information in batches rather than one vehicle at a time. Fleet owners who already created an account with the Tractor Trailer GHG reporting or the Off-Road reporting systems, can use the same user name and password.

For 2012, engine manufacturers are required to produce engines in all power categories that are certified to the Interim Tier 4 level. Engines that were produced under the "flex" provisions of either 40 CFR part 89.102 or 1039.625 will continue to be eligible for initial registration in PERP. ARB will accept initial registration applications for non-flex Tier 3 engines rated at 75 to 750 bhp and also non-flex Tier 2 engines rated over 750 bhp only until June 30, 2012. On July 1, 2012 to apply for initial registration in PERP, all non-flex diesel engines rated 50 bhp and above must be certified to the interim Tier 4 emission standard. The fleet standards from the Portable Engine ATCM take effect January 1, 2013.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Programs were adopted in 1988. The HDVIP program requires heavy-duty trucks and buses to be inspected for excessive smoke and tampering, and engine certification label compliance. Any heavy-duty vehicle traveling in California, including vehicles registered in other states and foreign countries, may be tested. Tests are performed by ARB inspection teams at border crossings, CHP weigh stations, fleet facilities, and randomly selected roadside locations. Owners of trucks and buses found in violation are subject to minimum penalties starting at $300 per violation.

This area of the Off-Road Mobile Sources website pertains to off-road large spark-ignition (LSI) equipment greater than 25 horsepower, including farm, construction and industrial equipment, powered by gasoline and liquefied petroleum gas (LPG), and other alternate fuels. Typical applications that use LSI engines include forklifts, specialty vehicles, airport service vehicles, large turf care equipment, portable generators and a wide array of other agricultural, construction and general industrial equipment.
