In a February 23 press release, Husqvarna announced the launch of its new Automower® 305 robotic lawnmower, representing the third generation of silent, automatic robotic lawn mowers that provide a perfect, trouble-free lawn. The compact and lightweight newcomer targets homeowners with smaller gardens with lawns, up to 500 m2. As with its bigger siblings from Husqvarna, it offers homeowners carefree mowing throughout the season.

The third generation of Bobcat utility vehicles features four models, and its design is a direct result of the strategic alliance between Bobcat and Polaris, reported an online article on agriculture.com recently. The line launched with four new models: 3200, 3400, 3400XL, and 3450. According to the article, every aspect of the new utility vehicles has been designed to help farmers get more work done in less time. Increased power, speed, payload capacity, and uptime are all key features built into the new models.

In a February 28 press release, Terex® Aerial Work Platforms (AWP), a business segment of the Terex Corporation, announced the introduction of the new Terex AL™4L and AL™5L, the industry's first LED light towers. CalChamber's Alert Newsletter recently reported that a California Chamber of Commerce-supported bill to remove the state tax on health care coverage for certain adult children has passed the Assembly. The bill, AB 36 (Perea; D-Fresno), conforms California with federal law regarding the taxable status of health care coverage for an adult child up to the age of 26, as well as payments or reimbursements made by an employer for an employee’s adult child. The federal Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act, both passed in March 2010, allowed children up to the age of 26 to remain on their parents’ health care plans.

The Cal-Chamber Alert newsletter reported on a recent California Court of Appeal decision that failing to provide an employee with a meal period and a rest period in the same day amounts to two violations. In a February 16 decision, the 2nd District Court of Appeal found that the employer owes the employee for two violations because the requirement to pay a "premium wage" is contained in two separate sections of the Wage Orders.

CARB
Since 1998, the Carl Moyer Program has provided over $680 million in incentive funding for near-term air pollution emission reductions from equipment and vehicles. The program provides grants for cleaner-than required engines and emission control devices that reduce toxic particles and smog-forming gases. However, as a result of recently-adopted regulations and changes in the economy, fewer projects are now eligible for funding. This update (known as "Retooling") of the Carl Moyer Program Guidelines is necessary to identify new opportunities for emission reductions. It will help ensure that the program continues to achieve results now and in the future.

The Portland Cement Association (PCA) announced in a March 3 press release that it applauded the introduction of the "Energy Tax Prevention Act of 2011" to bar the use of the Clean Air Act in the regulation of greenhouse gas (GHG) emissions. The bill, introduced by Sen. James Inhofe (R-OK), and Reps. Frank Upton (R-MI), Nick Rahall (D-WV), and Colin Peterson (D-MN), would prevent EPA from imposing backdoor legislation in the form of more federal rules.

The Construction Industry Air Quality Coalition (CIAQC) released the following information on March 11th concerning modifications to the Off-Road Equipment and On-Road Truck & Bus Regulations: In December 2010 the California Air Resources Board (CARB) approved modifications to the Off-Road Equipment and On-Road Truck & Bus Regulations. The changes to the two rules provide a brief measure of relief by delaying the dates fleets must begin to upgrade or replace equipment and trucks. The updated regulatory language approved in December is still pending and is expected to be released for review and a 15-day comment period with the next two weeks.

The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule or vehicles that can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations – CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP – governing these programs were last amended in 2007.
