Each year, NAFA honors those individuals with innovative ideas with the Larry Goill Memorial Quality Fleet Management Idea Award  one of the most prestigious awards in the fleet management industry. The awards will be presented at NAFA's 2010 Institute & Expo in Detroit, April 24-27.

General Motors announced a restructured North American organization with a number of key leadership changes on March 2, 2010.

"In order to be successful in North America, we need the right mix of product, people and structure," said Mark Reuss, GM North America President. "We've worked with a small group of executives to align this model and appoint the best candidates for each job."

Marketing Organization:

  • Susan Docherty is appointed Vice President, U.S. Marketing, reporting to Reuss.

Senior executives reporting to Docherty, responsible for the marketing of their respective brands include:

General Motors Vice Chairman Robert A. Lutz will retire effective May 1, 2010, capping a 47-year career in the global auto industry that included senior leadership positions at four of the world's leading automakers.

Lutz, 78, rejoined GM Sept. 1, 2001, as the head of product development, and has led the company's resurgence in developing great cars and trucks.  He also worked at BMW, Chrysler, and Ford.

"The influence Bob Lutz has had on GM's commitment to design, build and sell the world's best vehicles will last for years to come," GM CEO and Chairman Ed Whitacre said.  "I, along with many other men and women in GM and throughout the industry, have greatly benefited from his passion, wisdom and guidance."

Lutz said he decided to retire now in part because hot-selling vehicles like the Buick LaCrosse, Cadillac SRX, GMC Terrain, Chevrolet Equinox and Chevrolet Camaro, along with the growing strength of GM's four brands, prove that a product-focused mindset inside the company is in place for the long term.

"I can confidently say that the job I came here to do more than nine years ago is now complete – the team I have been fortunate to lead has far exceeded my expectations," Lutz said.  "Our product lineup is as strong as it has been in GM's history.  The perception of our products and brands is beginning to catch up with reality. And most importantly, the absolute commitment to being a product-driven company is ingrained throughout the organization – from the top down – and I am confident that, under Ed Whitacre's leadership, the straightforward, singular focus on product will endure."

Lutz, a GM Vice Chairman, was appointed Senior Advisor in December 2009 and will continue to provide guidance on design and key product initiatives until he retires May 1.

February new-vehicle retail sales are expected to increase marginally compared with February 2009, according to J.D. Power and Associates.

February new-vehicle retail sales are expected to come in at 561,500 units, which represents a seasonally adjusted annualized rate (SAAR) of 8 million units, compared with 7.9 million units in February 2009. Fleet sales continue to rebound from the lower levels experienced one year ago. As a result, total sales for February 2010 are projected to come in at 741,500 units, up 8 percent from February 2009.

"While February sales have improved from a year ago, the pace of the recovery has hit a speed bump, with this month's SAAR down from January's selling rate," said Jeff Schuster, Executive Director of Global Forecasting at J.D. Power and Associates. "This hiccup appears to be the result of consumers waiting out the Toyota recalls and winter storms impacting showroom traffic, but the effects of these external factors are likely temporary and the recovery is expected to get back on track."

Given stronger-than-expected economic growth in the fourth quarter of 2009 and improved financing and leasing conditions, J.D. Power and Associates is increasing its 2010 forecast to 11.7 million units (from 11.5 million units) for total sales and to 9.6 million units (from 9.5 million units) for retail sales, despite February's expected performance.

At the beginning of February, vehicle inventory was at a 71-day supply, compared with 121 days in February 2009. For the first quarter of 2010, production remains on track to increase by more than 1 million units from the same period one year ago. Production volume for 2010 overall is expected to increase by 24 percent to 10.6 million from 8.5 million in 2009.

"Although inventory levels have improved from a year ago, they have increased from levels during the past four months — creating a risk of inflated inventory levels in the short term, given the slower sales pace in February," said Schuster. "In addition, the recovery in production levels is more pronounced than the recovery in demand after the extensive production cuts in 2009, adding concern of further inventory troubles throughout the year."

U.S. Transportation Secretary Ray LaHood unveiled sample legislation to be used as a starting point for states crafting new laws to prohibit texting while behind-the-wheel, the latest step in the campaign against distracted driving.

The sample state law, prepared by the National Highway Traffic Safety Administration (NHTSA) and a cross-section of safety and industry organizations, would authorize law enforcement officers to stop a vehicle and issue a citation to drivers who are texting while driving.

There is heightened concern about the risks of texting while driving because texting combines three types of distraction – visual, taking the eyes off the road; manual, taking the hands off the wheel; and cognitive, taking the mind off the road.

The sample state law is patterned on the Executive Order issued by President Obama on Oct. 1, 2009, directing federal employees not to engage in text messaging while driving government-owned vehicles or with government-owned equipment. Federal employees were required to comply with the ban starting on Dec. 30, 2009.

In addition, on Jan. 26, Secretary LaHood announced federal guidance to prohibit texting by drivers of commercial vehicles such as large trucks and buses. Truck and bus drivers who text while driving commercial vehicles may be subject to civil or criminal penalties of up to $2,750.

The department recently launched a federal website, www.distraction.gov, as a forum and information clearinghouse. Distraction.gov is a source of comprehensive information on distracted driving.

Currently, nineteen states and the District of Columbia have texting laws covering all drivers. In 2009, more than 200 distracted driving bills were considered by state legislatures and legislative activity is expected to remain strong in 2010.

From Seattle to central Florida, Manheim locations and team members across North America were recently honored with awards from customers and partners, recognizing outstanding operating location performance, customer service, online results, and reconditioning. In all, 18 Manheim locations, three individuals, and consulting and marketing teams received a total of 27 awards from the organizations.

"Manheim is honored to receive these awards from our customers and partners. Recognition from our customers is one of the greatest confirmations that we're doing our jobs well," said Nick Peluso, Senior Vice President Customer Management, Manheim. "One of our goals is to continually grow and strengthen our partnerships with our customers. Offering a variety of services and products that create efficiencies and ease in doing business with Manheim, as well as providing value to customers' bottom lines are key components in a successful partnership."

General Motors will conduct a safety recall of 1.3 million compact cars to replace a motor in the power steering system. Vehicles affected are the 2005-2010 Chevrolet Cobalt; 2007-2010 Pontiac G5; 2005-2006 Pontiac Pursuit sold in Canada, and the 2005-2006 Pontiac G4 sold in Mexico.

GM told the National Highway Traffic Safety Administration (NHTSA) about the voluntary recall on Monday after concluding an investigation that began in 2009. NHTSA opened an investigation Jan. 27 into approximately 905,000 Cobalt models in the United States after receiving more than 1,100 complaints of loss of power steering assist, 14 crashes, and one injury.

"After our in-depth investigation, we found that this is a condition that takes time to develop. It tends to occur in older models out of warranty," said Jamie Hresko, GM Vice President of Quality. "Recalling these vehicles is the right thing to do for our customers' peace of mind.

"While greater steering effort under 15 mph may be required, if the customer experiences loss of power steering assist, it is important to note that the vehicle can still be safely controlled because the customer can still steer the vehicle," Hresko said. "When the condition occurs, both a chime will sound and a 'Power Steering' message will be displayed."

Plans for the remedy are being developed and customers will be notified when the plan is finalized.

SPOTLIGHT ON LEGISLATION

U.S. Senate Delays Extension of Fuel and Vehicle Incentives

The U.S. Senate has delayed consideration of legislation to restore tax incentives for alternative fuel vehicles, as well as for biodiesel, renewable diesel and other alternative fuels that expired on Dec. 31, 2009.  On Feb. 11, 2010, Sen. Max Baucus (D-MT) and Sen.Charles Grassley (R-IA) unveiled the Hiring Employees to Restore Employment (HIRE) Act; legislation that among other things provides for the extension of the expired tax provisions.  Subsequent to this, Senate Majority Leader Harry Reid (D-NV) announced his decision to move forward with a scaled-down jobs package that did not include an extension of the tax incentives, indicating that the expired provisions would be addressed at some undetermined point in the future.

Speech From the Throne

On March 3, 2010, Her Excellency the Right Honourable Michaëlle Jean opened the 3rd session of the 40th Parliament with a Speech from the Throne.

The plan highlighted that jobs and growth will remain the top priority. Also outlined was the Government of Canada's commitment and plan to complete the second year of Canada's Economic Action Plan and make refinements where necessary.

The following are key highlights of interest to the fleet industry:

  • The Government of Canada will continue to invest in clean energy technologies.  It will review energy-efficiency and emissions-reduction programs to ensure they are effective.
  • The Government of Canada has reiterated that nowhere is a commitment to principled policy, backed by action, needed more than in addressing climate change. The Government has advocated for an agreement that includes all the world's major greenhouse gas emitters, in order to reach their goal of reducing global emissions.

2010 Federal Budget

On March 4, 2010, Finance Minister Jim Flaherty announced the 2010 Federal Budget. Key highlights of interest to the fleet industry include the following:

  • Ensuring that businesses of all sizes have adequate access to financing to acquire vehicles and equipment will become increasingly important as the economic recovery matures. Access to financing has normalized for larger finance and leasing companies that can access capital markets directly. However, some smaller finance and leasing companies, although credit worthy, cannot obtain enough financing to meet the growing needs of their customers. These independent lenders provide specialized financing, often to smaller businesses, supplementing the credit available from banks and other large financing providers.
  • The Government is therefore creating the Vehicle and Equipment Financing Partnership as part of the Business Credit Availability Program (BCAP). This program will be funded and managed by the Business Development Bank of Canada (BDC), with an initial allocation of $500 million in funding, in partnership with experienced lenders and investors in the private market for asset-based financing. The partnership will expand financing options for small and medium-sized finance and leasing companies, increasing the availability of credit at market rates for dealers and users of vehicles and equipment. Further details on this program will be announced in the coming weeks.
  • The Canadian Secured Credit Facility, which is designed to support the financing of vehicles and equipment and to stimulate private lending to these sectors, will run to the end of March 2010. Under the facility, the Government has committed to purchase up to $12 billion of newly issued term asset-backed securities backed by loans and leases on vehicles and equipment and dealer floor plan (inventory financing) loans. Details of transactions completed to date can be found on the Business Development Bank of Canada's website at www.bdc.ca.

ENVIRONMENTAL UPDATE

Minnesota's state agencies are breaking their "addiction to oil" one tankful at a time, according to a new report from the SmartFleet Committee, a group that tracks fuel use and encourages state employees to use E85 in the 2,500 flex fuel vehicles in the state fleet.  In 2009, state agencies used 816,568 gallons of E85, up from 650,036 gallons used in 2008.

Executive Order 04-10, signed by Gov. Tim Pawlenty, calls for Minnesota state government to reduce the quantity of petroleum fuels consumed in transportation. On Feb. 3, President Obama's Biofuels Interagency Working Group issued a report encouraging federal, state, and local governments to increase their use of biofuels in fleet vehicles.

"Minnesota doesn't have any fossil fuel resources of our own," stated Tim Morse, Chair of the SmartFleet Committee. "It is important for state government to lead by example as we all look for alternative transportation choices that are cleaner, renewable, and made here at home."

According to the report, E85 accounted for 15 percent of the total fuel used in 2009 by the state's light duty vehicles. The state's Higher Education office topped all other agencies with nearly 79 percent use of cleaner-burning E85.  Other top agency users of E85 included Agriculture, the Governor's Office, Mediation Services, and Revenue.

"I am pleased to see steady progress again this year," said Kelly Marczak, Director for the American Lung Association in Minnesota's clean fuel and vehicle technologies program and a member of the SmartFleet Committee. "The state's use of E85 in 2009 prevented more than 3,250 tons of lifecycle carbon dioxide emissions and harmful pollutants from entering our air."

Minnesota has more than 350 public and fleet E85 refueling stations. For a complete listing of all E85 stations in Minnesota, as well as a list of all flex fuel vehicles that can use the ethanol-based fuel, see www.CleanAirChoice.org.

Ford Motor Company is investing $155 million and adding 60 jobs at its Cleveland operations to build a new fuel-efficient V-6 engine for the 2011 Mustang, which has expected class-leading highway fuel efficiency of 30 miles per gallon on the highway and 305 horsepower.

The investment and jobs at Ford's Cleveland Engine Plant No. 1 brings the company's investment in powertrain engineering and facility upgrades in North America to $1.8 billion to support its 2011 vehicle launches. The total number of jobs being added as part of these investments is 1,260. The new Mustang engine is one of nine new or upgraded engines or transmissions for 2011 model Ford, Lincoln and Mercury vehicles.

Cleveland Engine Plant No. 1's V-6 engine is expected to represent two-thirds of Mustang's volume this calendar year.  Ford's $155 million investment there includes $121 million in manufacturing investment at the plant and $34 million for launch and engineering. Sixty new jobs have been added to the plant to support the new engine.

Ford's investment at Cleveland Engine Plant is supported by Ford's green partnership with the U.S. Department of Energy. This Ohio plant is one of 11 Ford facilities in the U.S. participating in the Advanced Technology Vehicles Manufacturing Incentives Program initiated by Congress and implemented by the Obama administration.

Nissan has been named a 2010 ENERGY STAR® Partner of the Year by the U.S. Environmental Protection Agency (EPA) for outstanding energy management and reductions in greenhouse gas emissions. Nissan's accomplishments will be recognized at an awards ceremony in Washington, D.C. on March 18, 2010.

"Nissan is leading the fight against climate change through greater energy efficiency," said Gina McCarthy, EPA Assistant Administrator for Air and Radiation. "Nissan's robust energy management program is a model for others and affirms that energy efficiency is our most cost-effective climate strategy."

Nissan, an ENERGY STAR® partner since 2006, will be honored for strategic energy management and a commitment to save energy across its entire operation that resulted in significant energy and financial savings. Nissan's manufacturing plants in Smyrna and Decherd Tenn., and Canton, Miss., have seen their energy efficiency improve by more than 30 percent, saving the company over $11.5 million per year. The Nissan Americas new headquarters building in Franklin, Tenn., features a unique sustainable design that resulted in the facility receiving its ENERGY STAR® label this year.

Nissan's pursuit of excellence can also be seen in the high-quality products it manufactures at its energy efficient U.S. facilities.  The 2010 Partner of the Year Awards recognize efforts to use energy efficiently in facility operations and to integrate superior energy management into overall organizational strategy. Award winners are selected from more than 17,000 organizations that participate in the ENERGY STAR® program.

Azure Dynamics Corporation has received an order for five Balance Hybrid Electric delivery trucks from Canada Post.  The five vehicles will serve at Canada Post facilities across Canada and are part of Canada Post's stated effort to replace 3,000 aged vehicles over the next five years. The vehicles will be delivered in the first quarter of 2010. 

Canada Post uses more than 7,000 vehicles in its fleet to reach every Canadian home and business and believes that its long-term economic health is directly linked to the health of employees, communities, and the environment.

"Canada Post believes it is important to continue to explore greener avenues by investing in technology that reduces carbon emissions and lowers our overall environmental footprint," said Steve Clark, the corporation's National Director of Fleet Management. "The addition to our fleet is a testament to Canada Post's commitment to environmental sustainability."

Dirty trailers are image busters, but with regular washing, a fleet conveys a reputable and reliable impression to customers.  A good, clean image commands respect, and is valuable promotion in itself.  JIM Mgf, Inc. has introduced a completely mobile, self-contained, patented brush washing system that can be put to work on the lot.  This dispenses with the need to spend the time, effort, and money to take trailer after trailer through an offsite commercial facility, or an expensive, onsite washing bay.

The vehicle, the Vader I 5000 Series, is the only self-contained, mobile unit that captures and reclaims and recycles water.  By reclaiming 99.9 percent of the water that normally would fall onto the ground, the system reuses this water for the next wash with clean water always used for rinsing. Lutz, Vice Chairman of General Motors.  These awards add to the prestige of the I&E, which also features the presentations of NAFA's Larry Goill Memorial Quality Fleet Management Idea Award and NAFA's Sustainable Fleet Award -- two of the industry's most coveted honors.

Ed Bobit has been an important and influential Member of NAFA Fleet Management Association since 1965.  He started the Bobit Publishing Company in 1961 with the launch of Automotive Fleet magazine.  In the decades to follow, Bobit created a media empire with more than 20 business-to-business periodicals with publications in the automotive, automotive aftermarket, ground transportation, protection, and beauty markets.

On Sunday, April 25, Automotive Fleet magazine will present its 26th annual Fleet Manager of the Year Award.  This award is made to nationally recognize a most experienced and proficient fleet manager who has demonstrated special business acumen in developing and executing key management policies in all areas.  During the same ceremony, Fleet Financials magazine will present the Fleet Executive of the Year Award, which recognizes a corporate senior executive who has made significant contributions to fleet management, and Government Fleet magazine will present its annual Public Sector Fleet Manager of the Year Award.
 
Having these prestigious industry awards presented at NAFA's I&E is just one of many reasons why the best and brightest fleet managers from throughout the United States and Canada will be in attendance in Detroit this April. 

On February 24, NAFA's New York Chapter held a meeting at the New York Police Department Museum featuring two impressive speakers.  Detective Daniel Donza of the NYPD Driver Training Unit led off the meeting with a discussion on driver safety. He was assisted by a fellow member of the Driver Training Unit, police officer Damian Korman.  The pair spoke about how they train officers for the road, answered questions from the audience, and explained why many people who believe they are good drivers, really aren't.  From simple tips such as how to properly adjust your mirrors to how people should get out of the way of emergency vehicles in tight city streets, the discussion was full of good ideas for fleet managers to bring back to the office.

The second speaker was Norris "T.J." Tennent, Engineering Manager for Firestone Consumer Products, who provided a highly entertaining perspective into the world of tires.  He began by discussing core tire knowledge - from the actual components and dimensions of tires to DOT serial codes and speed ratings.  He went on to explain topics such as tire and rim trends, air pressure effects on tires, rolling resistance, under inflated tires, and proper tire repair.  Since tires are one of the most important facets of vehicle maintenance, the Chapter was fortunate to have such an interesting and informative speaker on hand.

Afterwards, the chapter members got together for some networking over lunch. Several members then took the opportunity to walk around the museum, which tells the history and evolution of the NYPD fleet through exhibits and artwork.

Last year, dozens of I&E attendees came out and made the Habitat for Humanity project in New Orleans a success. Let's make our volunteer effort just as successful in Detroit this time around!

The CAFM Boot Camp sessions review the concepts in the curriculum with which most candidates have difficulty, based on test result analysis. CAFM and CAFS program participants can use this opportunity to reinforce their existing expertise and obtain assistance for concepts that might be problematic. The Boot Camp program covers the certification program's eight disciplines with a focus on exam preparation. The program is held at NAFA's Annual Institute & Expo scheduled for April 24 - 27, 2010. Attendees enrolled in the CAFM or CAFS programs are encouraged to study in advance and test on Friday, April 23, and/or Wednesday, April 28.

NAFA's CAFM and CAFS Certification Programs

The CAFM program is divided into eight disciplines, covering the essential core competencies of fleet management. The eight disciplines are now grouped into two tiers. The lower-tier consists of Fleet Information Management, Maintenance Management, Professional Development, and Vehicle Fuel Management. The upper-tier consists of Asset Management, Business Management, Financial Management, and Risk Management.

Successfully testing in all eight disciplines while enrolled in the full CAFM program, earns the Certified Automotive Fleet Manager (CAFM) designation. Successfully testing in all four disciplines of the lower-tier during a full CAFM program or lower-tier enrollment period, earns the Certified Automotive Fleet Specialist (CAFS) designation, which is new for 2009. Those who have earned the CAFS designation and keep it active through recertification, may subsequently enroll in the upper-tier and earn the CAFM designation by successfully testing in the remaining four disciplines during that enrollment period.

In addition to NAFA's Habitat for Humanity project, the Association will also give back to the community through a Silent Auction in the Expo Hall.  Items donated by our exhibitors will be displayed at individual booths, with proceeds benefiting St. Jude Children's Research Hospital. This facility is internationally recognized for their pioneering work in finding cures and saving children with cancer and other catastrophic diseases.

Bidding will begin at 10:45 a.m. and end at 1:30 p.m. on Monday, April 26. Items will be on display on both Sunday, April 25, and Monday, April 26. All I&E attendees and exhibitors are eligible to bid and will receive a list of items, the exhibit booth number, and company name.
