AOC has formally proposed a Joint EMSO Combat Support Agency (JEMSO CSA) for the FY2027 NDAA – a major policy proposal that could fundamentally reshape how the United States prioritizes and executes electromagnetic spectrum operations. Modeled after DISA and DTRA, the CSA would unify fragmented EMSO functions under a single organization with the authority to coordinate across the services and combatant commands.
