At 11:58 p.m. on Saturday - just before the Regular session ended at midnight - the next-to-last action of the WV House of Delegates was to pass SB 157, a Revenue Rules Bundle that included corrections that have been sought to the Managed Timberland Property Tax formula, since 2013. The provision language corrects a situation exemplified by property taxes rises and land/timber prices fell in the "Great Recession." SB 157 has now gone to the Governor for his signature. Additionally, SB 43 by Sen. Bob Williams, was passed last week and establishes criteria for marked property-ownership posting with paint. This bill has been introduced for years and years, before this passage. SB 43 has also been delivered to the Governor for his signature.

Monday - The WV Forestry Association is very appreciative of the work that the WV Senate and House of Delegates have completed this year, especially in their support for the forest products industry and WV businesses in general. We are grateful and humbled by the committed promises made to improving the outlook for our sector and both the Legislative and Executive Branch commitments to keep promises. As an industry, we can be a mighty key to opening a mighty future for WV economic successes, with our abundant and globally significant hardwood forests. To that end, we continue to support the WV Division of Forestry as an important component of this industry. We all seek a position involving WVDOF and WVFA on common ground with unified goals. Therefore, in anticipation of the current budget deliberations, we worked for and continue to support a final state budget that maintains the WV Senate and House of Delegates WVDOF funding provisions. Today, as confirmed by WVDOF, we understand that both houses' budget bills "level" the agency’s finances to account for any reductions in severance taxes... a leveling that WVFA has encouraged. In any event, we urge our officials to continue to allocate the funding necessary to meet the agency’s responsibilities as required by statute; e.g., including but not limited to the Logging Sediment Control Act.
