To understand the impact of the West Virginia Severance tax on forestry, it is important to 
recognize that rather than being extractive as is the case with minerals, for forestry it is a 
tax on the yield of a crop. Because of the long time spans involved, one tends not to 
think of timber as a crop but every harvest and regeneration cycle involves decades of 
investment, risk and labor on the part of the owner.

On June 24, Chairman Brent Boggs (WV House Finance Committee) met with the WVFA Legislative Committee, led by Roger Sherman and other WVFA leaders, to discuss strategies for elimination of the severance tax on wood in our state; a tax intended for extractive minerals/similar but curiously applied here on tree-crops.

Afterwards, other topics of concern included the possible listing of the northern long-eared bat as an "endangered species" and the EPA proposal to (essentially) remove of the word "navigable" from the Clean Water Act - as in: "navigable waters of the U.S." - making most "moist places" in the country subject to regulation and permitting.

Another topic was the improvement of funding for the WV Division of Forestry, as this agency's role as a player in the forestry community is diminishing (more on this in coming weeks).

WVFA’s new Communications Committee Chairman, Dan Abston of Plum Creek, was also on hand for this important gathering. The venue, at the Flatwoods ‘Days Inn Hotel,’ was arranged by The Weyerhaeuser Company.

The Forest Stewardship Program with the West Virginia Division of Forestry is sponsoring a four (4) hour workshop in cooperation with the West Virginia Forestry Association and in conjunction with their summer meeting.

The Young Forest Project is an effort by the Wildlife Management Institute to educate landowners and managers about the need for early – successional habitat. This program is being presented by the WVDNR and will be conducted by Keith Krantz, WVDNR Upland Game Biologist.

CFEs will be available.

The workshop will be conducted by Keith Krantz, WVDNR Upland Game Biologist at Canaan Valley Resort State Park on July 11 from 1:00 p.m. until 5:00 p.m.

Pre-registration is required and the workshop will be limited to forty (40) participants.
