This past summer, WRLA members were asked to complete a survey that would be used to formulate a response to the Standing Committee on Finance in Ottawa. The attached submission from the Canadian Retail Building Supply Council (CRBSC) is a compilation of the survey results from the WRLA and our sister associations in BC, Ontario, Quebec and Atlantic Canada. Raymond Joseph Nelson, home builder and philanthropist, died on September 20, 2010, at the age of 90 years. Predeceased by his wife, Marie, on September 30, 2009, they were married on December 29, 1952. He is survived by daughters Allyson Nelson (Richard Gaudreau), Glenda Elkow (Terry), Tannis Boissonnault (Phil), and son, Scott Nelson (Hilda), eight grandchildren and four great-grandchildren. At his death, Ray remained the oldest person in the world to have received a heart transplant. The operation was performed on December 27, 1999, at the University Hospital in Edmonton, AB. He was 79 years old at the time. He was grateful every day for his new heart and it sustained him for over 10 more years.

Real gross domestic product grew by 0.5% in the second quarter of 2010, after growing 1.4% in the first quarter this year. On an annualized basis, Canadian GDP gained 2.0% in the second quarter, after advancing 5.8% in the first quarter. Annualized growth in the U.S. economy was 1.6% in the second quarter.

Goods-producing industries (1.9%) increased for a third straight quarter, while the services sector was up 0.1%. This marks the third consecutive quarter in which the output of the goods-producing industries has outpaced that of the services industries.

Manufacturing was up 1.3% from May and was 6.6% higher than in June of 2009. Construction increased 0.1% from May and grew 6.6% from June last year. Wholesale trade was unchanged from May and gained 6.8% from June of 2009, while retail gained 0.7% from May and 3.9% from June last year.

Consumer spending grew 0.7% in the second quarter from the first quarter, after a 1.0% gain in the first quarter. Spending on both durable and semi-durable goods fell. Expenditures on new and used motor vehicles declined 2.9%, and households spent less on electricity and natural gas for a second straight quarter. Spending on furniture, furnishings, and household equipment and maintenance was up 0.1%. Consumer purchases of services rose 1.2%, after growing by 0.7% in the first quarter.

Investments in residential structures advanced 0.3% in the second quarter, the slowest quarterly rate of increase since the first quarter of 2009. However, it was the fifth straight quarterly gain following five consecutive quarterly declines. Renovation activity was down 0.8%, following four consecutive quarters of growth. Ownership transfer costs related to housing resale activity declined for the second straight quarter, after recording large gains through most of 2009. Investments in new housing construction grew 6.9%, the third consecutive quarterly gain of over 6.0%.

Export volumes grew 1.5%, the fourth consecutive quarterly gain following five quarters of decline. The increase came mostly from automotive products (12.8%) and machinery and equipment (4.9%). Exports of services, notably commercial services, rose 1.5%. Import volumes grew 3.9% in the second quarter, the fourth straight quarterly gain. Increases in the imports of machinery and equipment and industrial goods and materials were the main contributors to the increase.

Businesses accumulated $13 billion of inventories in the second quarter following a $6 billion accumulation in the first quarter. Manufacturers' inventories increased for the first time since the fourth quarter of 2008. Inventories in both retail and wholesale trade also rose. The economy-wide stock-to-sales ratio was unchanged from the first quarter. Businesses held inventories equivalent to 65 days of sales.

Corporate profits fell 1.0%, after growing for three consecutive quarters.

Personal disposable income rose 3.6%, up from 0.7% in the first quarter.

RONA, the largest Canadian distributor and retailer of hardware, renovation and gardening products, and TruServ Canada Inc., a dealer-owned distributor headquartered in Winnipeg, announced today that they have signed an agreement whereby RONA would acquire all of the issued and outstanding shares of TruServ Canada. TruServ Canada operates two warehousing and distribution centres, one of 400,000 square feet in Winnipeg, Manitoba, and one of 250,000 square feet in Kitchener, Ontario, where it supplies over 40,000 products (SKUs), with another 80,000 available on direct programs. It generates distribution sales of over $100 million and serves more than 650 independent dealers across Canada, including 250 stores under the True Value, V&S, Country Depot and other specialized banners as well as 400 non-bannered stores.

"This proposed acquisition represents an important step in our strategy to accelerate the consolidation of the Canadian Renovation-Construction industry, and is exactly in line with our objective to continually strengthen our leadership position in the distribution business, which is the root of our Company," said Robert Dutton, President and Chief Executive Officer of RONA. "By serving 650 new dealers, the acquisition of TruServ Canada would provide instant geographical penetration in many Canadian communities, particularly in Ontario and Western Canada, thus creating important growth opportunities. The proposed acquisition would also diversify the network of dealer stores served by RONA by adding hardware, general merchandising and agriculture specialized stores and would therefore increase our ability to serve small- and mid-sized specialized dealers across Canada."

TIM-BR MARTS Ltd., one of Canada’s largest buying groups for Independent lumber, building material and hardware dealers, announced that it has entered into an agreement to acquire CanWel Hardware from CanWel Building Materials Group Ltd.

The deal includes two hardware distribution operations in Victoriaville, QB, and London, ON, plus two Chalifour building material warehouses in Quebec. It also provides TIM-BR MARTS Ltd. with ownership of the "PRO" name plus licensing rights to the "ACE" brand name in Canada. Financing for the transaction will be provided by HSBC.

"This is a turning point for our Company," said Tim Urquhart, President and CEO of TIM-BR MARTS Ltd. "With this acquisition, we will further empower our network of strong independent TIM-BR MART Dealers. They are the leading purchasers of building materials in Canada and now they will be the leaders in hardware as well."

Urquhart noted that the company plans to welcome all current CanWel Hardware customers, emphasizing that the acquisition will not disrupt supply from the four warehouses. "It is business as usual – actually, we aim to be better than usual," he commented.
