The Summer of 2017 has been extremely busy for contractors and the staff of Virginia Asphalt Association (VAA). Since the conclusion of the Annual Meeting, at The Greenbrier in April, VAA has been focused on three primary areas – technical services, member services, and education/training services.

Technical Services: Mike Dudley, VAA’s Director of Technical Services, has been leading three big initiatives: Round Robin Lab Evaluation, Silica Analysis, and Subdivision Mix Study. Mike has been working with Hi-Tech Asphalt Solutions, Inc. (a VAA member), on the Round Robin, to produce asphalt samples for volumetric, gradation and rice testing. These samples have been delivered to VAA producer members and results are being provided to the Association for analysis. The results of the lab evalution will be presented at the upcoming Fall Asphalt Conference. Along with the Round Robin, Mike is working with ECS Mid-Atlantic (another VAA member) to evaluate silica dust exposure created by dry-saw cutting during the density testing process. This is a multi-step project and results will be provided as they are available. Finally, the Sub-Division Mix study originated from a meeting with VDOT’s Chief Engineer, Garrett Moore. The goal is to evaluate and/or design an asphalt mix that will have a long life in sub-division applications. Currently, several projects are being performed with different variations of the SM-9.0. These are just a few of the efforts underway in the technical services area.

On August 11, 2017, the VAA NOVA Region Golf Committee hosted the second Richard J. Schreck Scholarship Golf Tournament. This event is one of three regional tournaments scheduled for 2017. The tournament got started early in the morning with an 8:00 a.m. registration and breakfast followed at 9:00 a.m. with a shotgun start. Over 70 golfers took part in a great day of golf.

The winning team was the Bitumar USA foursome of Carl Voight, Bitumar; David Horton, Virginia Paving Co.; Mike Cuilik, Virginia Paving Co.; Michael Cuilik, Guest. The second place team was the Rish Equipment foursome of John Rocca, Rish Equipment Co.; Richie Jeter, Rish Equipment Co.; Mike Flynn, Guest; Mike Bertelson, Guest. Longest Drive was won by John Blekicki, Luck Stone; Men's Closest to the Pin was won by Shayne Havrilak, Payne's Traffic Lines & Signs; Longest Putt went to Ron White, Superior Paving Corp; and finally the Women's Closest to the Pin went to Pati Branscome, Branscome Paving Company.

Spotlight on VECAT
The 2017 VECAT Cold Recycling classes kicked off on August 1-3 with great success and even more ideas to add to future classes. Students were instructed by a group of well-known industry leaders to learn about Full-Depth Reclamation (FDR), Cold Asphalt Plant Recycling, and Cold Asphalt Field Recycling topics such as Cold In Place Recycling (CIR) Equipment and Construction Techniques, Density Testing and Acceptance, Inspection and Quality Assurance Programs, Basics of Cold Asphalt Recycling Mix Design, Basics of FDR Materials, Where and Why to Use FDR, and its Performance Benefits. Because of the smaller number of participants in these pilot classes, students enjoyed one-on-one attention with the instructors and were able to ask questions about specific projects and/or specs pertaining to these processes. The class was well-received by all, and the VECAT team looks forward to offering additional sessions in 2018.

CITIZEN BOARDS
The State Water Control Board met on July 19 at DEQ’s Piedmont Regional Office. This was a lengthy and contentious meeting, as described in more detail below. Updates relevant to VAA Members follow.

a. Final Adoption of Underground Storage Tank Regulations Revisions
The Board adopted final amendments to Virginia’s underground storage tank regulations. These amendments are needed to update Virginia’s regulations to be consistent with federal regulations. The amendments include revisions to secondary containment requirements for new and replaced tanks and piping, notification requirements for operational changes, revisions to periodic operation, inspection and maintenance requirements for UST systems, and the inclusion of new release prevention and detection technologies. There are also some updates to the financial assurance provisions. VAA members with USTs may be affected by these proposed revisions.

Governor Terry McAuliffe joined the Virginia Department of Transportation (VDOT) and its private partner and operator of the I-95 Express Lanes, Transurban, to break ground on the start of construction of an eight-mile extension of the I-395 Express Lanes from Turkeycock Run near Edsall Road in Alexandria to the Washington, D.C. border. The project provides more options for faster and more reliable travel in one of the most heavily traveled corridors in the country and expands the region’s network of express lanes. The project includes a long-term investment in transit for the corridor, through a yearly payment of $15 million (to be escalated annually) that will be paid by Transurban to the Commonwealth. This annual transit payment will support transit and multimodal initiatives benefiting the corridor.
