Springtime means many things – flowers, cherry blossoms, paving, and the VAA Annual Meeting. The 66th VAA Annual Meeting holds special significance – it will celebrate the career of Executive Vice President Richard J. Schreck. At the conclusion of the meeting, Richard will retire from VAA after a nearly 36 year career. To celebrate this accomplishment, the meeting will include a retirement banquet and party on Thursday April 27th.

Over the course of one week, more than 600 people attended one of the three VDOT Asphalt Seminars held in Roanoke, Fredericksburg and Richmond. The 2017 seminars, jointly hosted by VAA and VDOT, covered work site safety, the new OSHA Silica regulation, longitudinal joint straightness, preventive maintenance techniques and various other topics. Each seminar was opened by the host district’s District Engineer and was concluded with an afternoon panel.

Our colleagues at the Plantmix Asphalt Industry of Kentucky (PAIKY) have produced an excellent five-part video series describing the basics of asphalt. This series provides brief explanations of various aspects of asphalt production and placement.

This 4th video looks at how a roadway is built. From the planning stage all the way through laying down the road surface.

If you will remember back to the February "VECAT: Embracing Change and the Opportunity to Learn" feature, we talked about the changes already seen in the 2017 class agendas, materials and final exams. As a recap to this article, we remind you that with any new endeavor, there are always things that go well, while others require additional attention. Our classroom students from Field and Plant classes, Mix Design, Surface Treatment and Slurry Seal gave us much appreciated feedback, and we implemented as much as we could in the short turnaround period between classes. Now we want to hear more.

*April Field I and II Classes Added*: Due to a high level of interest in the Field I and II classes, additional classes have been added to the 2017 calendar. Field I will be held on Monday/Tuesday April 10-11, and Field II will follow on Tuesday/Wednesday April 11-12. Both classes will be held at Germanna’s Culpeper location only. If you are interested in attending either class, sign up will be available on the Germanna website (www.germanna.edu) starting Monday, March 13. Both classes are also available at this time for online registration.

1. 2017 General Assembly Session Summary.
The Virginia General Assembly session ended last month with a relatively small number of environmental bills being passed relative to other recent sessions. There were several bills focused on nutrient load allocations and the nutrient trading program. Several bills were introduced focused on resolving issues associated with combined sewer overflows and coal ash impoundments.

State & National News
Richmond District Engineer Rob Cary, P.E., L.S. was named VDOT’s new Chief of Innovation.  He will be moving from the Richmond District Office to the Central Office March 10th. Cary will oversee several divisions in VDOT including the Virginia Transportation Research Council. VAA and it’s members look forward to working with Rob in his new role. Please take a minute to congratulate him and thank him for his leadership in the Richmond District.
 
Recently, VDOT completed another enhancement to the MITS/PLAID system. This enhancement will allow contractors to upload lab testing results entered and stored in third party systems directly into PLAID. However, before the enhancement can go live, beta testers are needed to make sure it works. If you are willing to beta test the next function, please contact Mrs. Angela Beyke at VDOT’s Materials Division. Her email address is Angela.Beyke@VDOT.Virginia.Gov.
 
Starting July 1, the new required sign on the back of construction dump trucks will take effect. Please make sure trucks serving transportation construction projects display the sign "Work Vehicle Frequent Turns."
