In 1986, VAA and VDOT hosted the first asphalt technical conference in Richmond. Meeting minutes showed the support for the conference and the need for it to continue in 1987. Fast forward 30 years to 2016 and the Fall Asphalt Conference is still going strong. This year’s conference had a new location and an expanded format that included a keynote address from Mr. C.J. Potts – President of Milestone Contractors, LP in Indianapolis, Indiana – along with other honored speakers, including Aubrey L. Layne Jr. – Secretary of Transportation for Virginia – and Mr. Charlie Kilpatrick – VDOT Commissioner.

In 2016, the VAA and it’s membership launched the first ever Asphalt Expo in Virginia. The Expo was held in conjunction with the Fall Asphalt Conference at the Richmond Marriott-Downtown. Hosting 53 vendors, the Expo provided conference attendees with information ranging from VECAT to paving equipment.

Since the VAA Annual Meeting in April, the Scholarship Committee has been working hard to raise funds for 2017 scholarships. Unlike 2016 where scholarship funds were generated solely from individual and corporate donations, the proceeds from the VAA Asphalt Classic golf tournament and raffling of a Yeti cooler at the Fall Asphalt Conference raised more than $10,000. A special thanks to James River Equipment for donating the cooler and the 80 golfers who registered for the tournament.

The 2015 paving season gave rise to some outstanding nominations for the 2016 VDOT and Virginia's Best Paving Awards. It was a difficult year to be a judge and there was much debate over which companies would take the top honors. The winners are listed here and photos can be seen on the VAA website.

In the September e-Newsletter, it was reported that Virginia has three members on the NAPA Executive Committee. While that was correct, the names of the individuals were wrong. Mr. Mark Schiller – Virginia Paving Corporation – serves on the NAPA Board of Directors and not the Executive Committee. Mr. David White – Superior Paving Corporation – joins fellow Superior Paving Corporation employees Mr. Ron White and Mr. Jim Mitchell on the Executive Committee. David White is the chair of IMPACT – NAPA’s leadership group for the next generation. We apologize for the confusion.

On November 4 and November 29, the Asphalt Pavement Alliance will host a webinar on PaveXpress Version 3.0. PaveXpress is a free online pavement design application developed by Pavia Systems. Following the design and rehabilitation methodologies outlined in the 1993 AASHTO Pavement Design Guide, users can develop new pavement designs (i.e., asphalt and concrete), as well as determine asphalt overlay thicknesses as part of a pavement rehabilitation.

1. Citizen Boards.
The State Water Control Board met on September 22. The Board acted on the following items.
• The Board approved (6-0) the reissuance of Dominion’s Chesterfield Power Station VPDES permit. This permit will permit the dewatering of the facility’s coal ash ponds prior to pond closure.
• The Board approved (6-0) proposed changes to DEQ’s Erosion and Sediment Control regulations to update these regulations in light of statutory changes to the Erosion and Sediment Control Law.

State & National News
The end of the paving season means the renewal of the VDOT district asphalt co-ops and meetings. September saw meetings in Salem and Staunton districts. These meetings covered the work performed during the 2016 season, work planned for 2017 and potential specification changes for the coming years. Most specification changes are focused on continuing or expanding the use of incentives for asphalt cement content consistency in the mixes, consistency in in-place asphalt concrete density in the field, and timely pavement markings. In October, November and December, district asphalt meetings are planned for Lynchburg (12/9), Staunton (10/13), NOVA (10/28) and Hampton Roads (11/1) districts. To date, no meetings have been scheduled for Bristol, Fredericksburg or Culpeper Districts. Contact your local VDOT Materials Section for more information on these meetings.
 
Last month, Mrs. Lauren Mollerup was named the Assistant Division Administrator for Maintenance in the NOVA District. Lauren replaces Mr. Branco Vlacich who was named State Maintenance Engineer this past summer. Since graduating from Virginia Tech with a Bachelor’s Degree in Civil Engineering, Lauren has spent her entire career with VDOT in NOVA District holding various positions from Assistant Resident Engineer to Area Construction Engineer. Most recently, she served as the Transportation and Land Use Director for Fairfax and Arlington counties. Please take a moment and congratulate Lauren on her promotion. 
 
Upcoming Events
The 2016 Full-Depth Reclamation Symposium will be held October 24 and 25 in Richmond at the Westin Hotel. This symposium is sponsored by the VAA, VDOT and the Southeast Cement Promotion Association. The agenda features numerous speakers from DOT’s and localities. It also will have a FDR demonstration on October 25 in the hotel parking lot.
