Gov. Terry McAuliffe announced that the Commonwealth has selected Express Mobility Partners to build express lanes on I-66 Outside the Beltway, following a 16-month procurement process. Express Mobility Partners, a consortium of Cintra, Meridiam, Ferrovial Agroman US and Allan Myers VA, Inc., will finance, design, build, maintain and operate the project under the Public-Private Transportation Act.

On Oct. 24 & 25, the Southeast Cement Promotion Association, in partnership with the Virginia DOT and the Virginia Asphalt Association, hosted the 2016 Full-Depth Reclamation Symposium in Richmond, Virginia. This event was well attended with more than 220 participants from multiple states in the southeast.

Spotlight on VECAT
 
   
With just nine short weeks left to go before the first MCS classroom course of the 2017 class year, we thought you might like to get an early peek at some of the instructors that have committed to teaching courses. Keep an eye on this section as we start to introduce some of those folks between now and the January timeframe.
 
The VECAT team is working fast and furiously to finalize materials for 2017 classes and to make good on the changes that have been promised for this class year. As a reminder, VECAT is committed in 2017 to: 1. Improve the quality and rigor of certification exams 2. Class presentations focused on the "core" information which will be covered in certification exams followed by presentations from subject matter experts addressing real-world examples and in-depth discussion of the core presentation topics.

1. VAA to Hold Environmental Regulatory Seminar January 5 Register today for the VAA Environmental & Safety seminar focused on Chesapeake Bay Total Maximum Daily Load (TMDL) program compliance, OSHA’s final silica rule, and Clean Air Act permitting. Dr. Howard Marks from NAPA will be among the guest speakers and will review OSHA's final Silica Rule or standard know as permissible exposure limit (PEL). Allan Brockenbrough from DEQ’s Office of Water will explain the Bay TMDL stormwater monitoring and reporting program and what the future holds for stormwater dischargers in the Bay watershed. Troutman Sanders lawyers will also present on OSHA and Clean Air Act topics of interest to VAA members. The seminar will be held at Troutman Sanders in downtown Richmond. Registration is open on the VAA website.
 
State & National News
Dr. Brian Diefenderfer, P.E. of VTRC was an invited presenter at the Asphalt Recycling and Reclamation Association (ARRA) meeting in Auburn, Alabama.  Brian covered the work performed in Virginia and at the NCAT Test Track related to cold asphalt recycling and full-depth reclamation.  In addition to past work, he discussed the research being conducted as part of NCHRP 9-51 in which he is a co-principal investigator and the future projects planned in Virginia. Brian is recognized as one of the top researchers in the area of pavement recycling in the U.S. and is asked to speak at many VAA and other conferences.  He can be reached at Brian.Diefenderfer@vdot.virginia.gov.
 
The fall of each year brings about the advertisement of maintenance resurfacing schedules for the following paving season. While the goal for 2017 schedules was to minimize any specification changes, a few changes are being considered to be incorporated into the contracts. For surface treatment contracts, a change is proposed for those projects using CRS-2L.
