The VAA is pleased to announce the hiring of two new Directors - Ms. Carter Iseman and Mr. Mike Dudley. Over the past 18 months, the VAA Board of Directors have revised and adopted changes to the Association’s long-term strategic plan. This plan focused on three core areas – membership, training/education and technical services. With the launch of VECAT in October 2015 and the transition of Association management from Mr. Richard Schreck to Mr. Trenton Clark in April 2017, the Board of Directors felt two new positions were necessary. Ms. Iseman - Director of Training and Development, will be focused on the implementation of VECAT by working with VAA members, Germanna Community College and VDOT. In addition to VECAT, she will be assessing and developing new technical and non-technical training courses for the asphalt and pavement industries. Mr. Dudley - Director of Technical Services, will be providing technical expertise to the VECAT program along with assisting Mr. Clark with technical services for VAA members, VDOT and other pavement owners.
 
The Virginia Education Center for Asphalt Technology (VECAT) is excited to announce the official activation of our online certification classes. Online VDOT Materials Certification is now available for the Asphalt Field Level I & II classes. VECAT has worked hard to provide on-line courses that combine the latest approaches in adult education. Students taking these classes will be able to view video on topics taught by subject matter experts in the Asphalt Field Level I and II classes. Along with video, students will work sample problems and take quizzes; thereby increasing their knowledge prior to taking an exam at one of over 130 Virginia Community College testing center locations. We hope students find these courses challenging and full of knowledge that actively promotes the collective understanding of asphalt paving techniques, inspection and acceptance.
 
 
   
What can be better than free and simple to use? Over the last two years, the VAA and other state asphalt pavement associations have teamed up with the National Asphalt Pavement Association to develop PaveXpress. PaveXpress is an online pavement design application that uses the 1993 and 1998 AASHTO Pavement Design Guides to design pavement structures. This tool follows a logical, step by step approach, asking the user only for the information needed to design a pavement.
 
For several decades, porous asphalt materials have been used on parking lots. Some of the oldest porous asphalt parking lots in Virginia go back over two decades. While used in various locations across the Commonwealth, no standard specifications and details have existed. Recognizing this, the VAA has been working with VDOT for several years to develop standard specifications and plans. The initial specifications and plans were used on the SR 234/I-66 Cushing Road overflow park and ride lot in 2012. Since then, other small VDOT and non-VDOT projects have followed these specifications. Later this summer, it is anticipated the final specifications and plans will be issued by VDOT.

But Wednesday morning, the spotlight shone directly on the couple as they were jointly honored by the Boy Scouts of America for exemplifying the traits of a good scout. Surveying the crowd of more than 200 that attended the 17th annual Good Scout award breakfast held at Germanna Community College's Daniel Technology Center, Ed Dalrymple said, "The room is filled with people we've looked up to the whole time we've been here."

1. Citizen Boards The Air Pollution Control Board's next meetings are scheduled for June 17, September 9 and December 5. An agenda for the June 17 meeting is available here. A regulatory change to the definition of VOCs to match a change in the federal definition will be considered. The principle focus of the meeting will be issuance of an air permit for Dominion's Greensville Power Station.

Contributed by: VTRC - Brian Diefenderfer, Ph.D., P.E.& Ben Bowers, Ph.D. On May 25 and 26 the National Center for Asphalt Technology(NCAT) hosted their Spring Track Meeting. This gathering of state and industry track sponsors is intended to give an update on the current progress of the 2015 track cycle. Just over 2-million equivalent single axle loads (ESALs) have been applied by way of loaded tractor-trailers since the track cycle began in October.
 
Contributed by: VTRC - Brian Diefenderfer, Ph.D., P.E.& Ben Bowers, Ph.D. The heavy vehicle simulator (HVS) has been testing in the first two lanes since November 2015. The first two lanes consist of a 1 1/2-inch asphalt overlay in Lane 1 and a 3-inch asphalt overlay in Lane 2 on top of 5-inches of cold central-plant recycling (CCPR). The CCPR was placed on a base of 21B with imported subgrade below. Testing is on-going 24 hours per day and 6 days per week. At this pace, the machine is able to apply about 30,000 passes (30,000 ESALs) per week.
