Thursday, Feb. 9, is the single most important day of the year for the chiropractic profession in Texas. TCA Legislative Day features scheduled visits with state legislators at the Texas Capitol. It’s our best opportunity to educate elected officials about chiropractic and win support for TCA’s key bills. While a number of you have already signed up, we need additional DCs to make the trip to Austin, particularly from the east, south and west parts of the state and the Texas Panhandle. We are more likely to secure a meeting with a state representative or senator if a constituent is there. It’s a crucial time for the chiropractic profession in Texas. TCA is in the midst of the 85th Texas Legislative Session — the most pivotal session in several decades — and is currently appealing the decision in the Texas Medical Association (TMA) v. Texas Board of Chiropractic Examiners (TBCE) lawsuit, which threatens your right to diagnose and treat neurological conditions (including the vertebral subluxation). It takes lots of manpower and money to fight for a profession. From September through November the TBCE administered some seventeen disciplinary actions ranging from cease and desist orders, to $11,000 in fines, one of them $5000. Avoid fines, punishment and the loss of income. Regularly review the State’s legal requirements for chiropractic and abide by them.

HB 820 could exempt up to 50% of a physician's residence from property tax if providing services free of charge to indigent county residents. HB 1050 would do away with the property tax system altogether.

The congress is taking preliminary measures to fundamentally change the Affordable Care Act (Obamacare) by mid February. Both the House and Senate have passed budget resolutions ordering that legislation be drafted by January 27 that would erase Obamacare's tax and spending provisions. The house would thereafter use the regular legislative processes to offer a replacement for Obamacare, on track to occur sometime in mid-February.

H.R. 302 was unanimously passed by the U.S. House of Representatives that would ensure the malpractice coverage of sports medicine professionals, including DCs, remains valid when they travel with teams across state lines.

The Affordable Care Act replacement by the incoming administration means the nation’s largest insurers are consolidating amidst a very different landscape than the one they viewed when they first proposed merger. There’s a lot of uncertainty facing the insurance industry. The budget resolution bill gives a deadline of January 27 to come up with a plan to cut billions off the deficit as a way of cutting off funding for the ACA. The judges deciding on the insurance megamergers are expected to rule before the end of the month as well.

Scientists  used to believe spinal manipulation was purely a biomechanical treatment option for spinal pain conditions.The growing basic science suggests that there may be more of a neurophysiological effect following spinal manipulation than previously realized. This study shows that spinal manipulation leads to changes in cortical excitability and that spinal manipulation may therefore be indicated for the patients who have lost tonus of their muscle and/or are recovering from muscle degrading dysfunctions such as stroke or orthopaedic operations and/or may also be of interest to sports performers.

The medical establishment has recently been seeking to remove from the chiropractic profession its access to the neurology of the human body. This research may shed some light as to why. Over the past decade, there has been a growing body of evidence to suggest that neural plastic changes occur following chiropractic spinal manipulation. This study demonstrates that a single session of spinal manipulation of dysfunctional segments in subclinical pain patients alters somatosensory processing at the cortical level, particularly within the prefrontal cortex.
