As your new TCA President, I am looking for a team of hundreds and perhaps thousands. That’s what it will take to advance the chiropractic profession in our state. I just returned from TCA’s Chiro Texpo ’16 conference in Arlington and I was thrilled to see the passion and excitement of the more than 200 DCs in attendance. As the legendary Dr. Fab Mancini stated in his opening keynote session, "Chiropractic ... It’s Our Time" and he couldn’t be more right. Today, I am recruiting you to join Team TCA to make our profession – and your practice – stronger. The catalyst for change is a powerful state association that can advocate on your behalf, transform the landscape of chiropractic and give you the tools and resources to be successful.
The Texas Chiropractic Association installed its new executive team for 2016-17 at its Chiro Texpo ’16 conference held on June 10-12 at the Arlington Convention Center in Arlington. The three doctors of chiropractic — Drs. Tyce Hergert, Max Vige and Devin Pettiet — were elected unanimously to their respective offices by TCA members, will serve one-year terms that will conclude next June.
Seven types of emergency general surgeries account for 80% of all emergency general surgeries, 80.3% of deaths, 78.9% of complications, and 80.2% of inpatient costs according to a retrospective review of 421,476 procedures performed in the United States. These surgeries are partial colectomy, small bowel resection, cholecystectomy, operative management of peptic ulcer disease, lysis of peritoneal adhesions, appendectomy, and laparotomy.
A clinician’s attitude toward an individual patient may be a factor in many diagnostic errors. It’s important to be wary of the possibility of a diagnostic error.This means thinking about your thinking and thinking about your feelings and how that affects the outcome. When the objective is to fix something that’s going wrong, it’s really useful to know how it actually works.
Physician training on the risks of prescription opioids should be mandatory, a U.S. Food and Drug Administration (FDA) advisory panel concludes. Most panel members recommended that the training be mandatory and some suggested that it also focus on pain management.

The manufacturer of Biofreeze is celebrating its 25th year by sponsoring an essay contest for those using its product to provide natural and safe musculoskeletal pain relief. Speaking of safety, a new large study demonstrates that "half of antibiotic prescriptions for acute respiratory conditions may have been unnecessary, representing 34 million antibiotic prescriptions annually," and "collectively, across all conditions, an estimated 30% of outpatient, oral antibiotic prescriptions may have been inappropriate." Why is the use of unsafe medication so widespread? A study of the 2,444 Massachusetts medical doctors in Medicare’s prescribing database demonstrates that common medical doctors who receive payments or gifts from pharmaceutical companies are more likely to prescribe brand name medications, and that 37 percent received payments from the drug industry.

The Texas Chiropractic Association honored some of the state’s top doctors of chiropractic at its annual awards gala and celebration at TCA’s Chiro Texpo ’16 conference held June 10-12 at the Arlington Convention Center in Arlington. It was truly a gala event!
The Board of Trustees of Parker University has announced the appointment of their new president, William E. Morgan, DC. Dr. Morgan was chosen to establish the first chiropractic clinic at Walter Reed National Military Medical Center. Last year Walter Reed recognized Dr. Morgan with its highest honor for clinical excellence, the Master Clinician's Award.
State Board of Education hopeful Keven Ellis, DC, won the District 9 Republican primary runoff that all but ensures his ultimate election to the 15-member state board of education.
Don White, DC, a second-generation chiropractor, has been named District 4’s Doctor of the Month.

The Texas Board of Chiropractic Examiners (TBCE) met May 17, 2016. The Board voted to adopt amendments to some rules effective on Sept. 1, 2016. Did you know that there are some 5500 DCs licensed to practice in the State of Texas? Did you know that the TBCE in March and April issued some $13,250 in fines? Learn why and you may learn how to avoid future fines in your own practice.

Reminder that TODAY, Friday, June 17, 2016 is the Texas Medicaid deadline for submission of a re-enrollment (revalidation) application in order to ensure continued enrollment in Texas Medicaid on the federal deadline of Sept. 24, 2016.

Access 2 Integration
As part of the proposed rule on the implementation of the Medicare Access and CHIP Reauthorization Act (MACRA), the meaningful use electronic health records (EHR) incentive program will be folded into the Merit-Based Incentive Payment System (MIPS), effective Jan. 1, 2017, the Centers for Medicare & Medicaid Services (CMS), announced. The successor to meaningful use, known as Advancing Care Information, will include fewer measures than the current program, will provide more flexibility in meeting those criteria, and will stress the use of information technology to improve patient care.
The House of Representatives passed 18 bills related to opioids earlier this month, and the Senate approved a comprehensive bill in March. Several of these could lead to enhanced roles for the nation’s doctors of chiropractic. The American Chiropractic Association applauds the recent passage as a major first step and encourages expanding access to conservative treatments for pain.
For the first time in two decades the nutrition facts panel on the back of food packages is getting a new look. Key changes include "added sugar," increased serving sizes, increased daily values, and addition of some new vitamins and minerals not previously included.

 Two congressional Republicans presented a new bill for a free marketplace alternative to the Affordable Care Act (ACA), which they modestly christened the "World’s Greatest Healthcare Plan Act of 2016." Rep. Pete Sessions (R-Texas.), who co-authored the new bill along with Sen. Bill Cassidy, MD (R-La. ), argued their proposed plan would not repeal or replace the ACA but would be an alternative option. A federal judge has ruled that the federal government can not reimburse insurers for subsidies given to enrollees in the ACA’s health insurance marketplaces.

UnitedHealthcare, the nation’s largest health insurer is displaying physician profiles with a rating on a five-star scale for the likelihood of recommending the physician to friends and family.

The Federation of Chiropractic Licensing Boards hosted its 90th Annual Educational Congress in Phoenix, Arizona. The FCLB promoted their CERTIFIED CHIROPRACTIC CLINICAL ASSISTANTS program, a multi-part program for certifying and regulating chiropractic clinical assistants, to the state regulatory boards. The FCLB is also developing a Passport program that will offer selective authentication of licensure status for temporary mobility for DCs interested in traveling to treat. Continuing on the FCLB Board of Directors is Dr. Cynthia Tays (TX), District IV FCLB Director.
Recently the Federal Motor Carrier Safety Administration (FMCSA) issued a Notice of Emergency Removal to formally remove all New York DC CMEs from the National Registry of certified medical examiners. Now that organized medicine has discovered a state-by-state approach to eliminate DCs from performing CDL physicals, and have the support of the FMCSA, look for more medical challenges to destroy your livelihood.
The Texas Board of Chiropractic Examiners (TBCE) receives numerous complaints about dirty or unsanitary hydrocollators resulting in the violation of Grossly Unprofessional Conduct (Board Rule 78.1(a)(1)) for maintaining unsanitary or unsafe equipment. A violation can lead to fines of up to $1,000 per day and even revocation (3rd offense). Frequently, the complaints detail rust on the packs, dirty water containers, and calcium buildup have been noted.
