Lanham, Md. — The National Asphalt Pavement Association (NAPA) announced that Clark Construction of Texas of San Antonio, Texas is a winner of its 2014 Larry H. Lemon Quality in Construction Award for excellence in construction of an asphalt pavement. The winning companies received their awards on Wednesday, Jan. 28, at a ceremony during the association’s 60th Annual Meeting in Marco Island, Fla.
The Larry H. Lemon Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Paving (less than 50,000 tons) category. The award is sponsored by Asphalt Contractor magazine.

The Texas Department of Transportation and the Hot Mix Asphalt Center presents Quality Control/Quality Assurance Technicians an award for their efforts to achieve excellence in the performance of their assigned duties.

This is an annual program to award achievement in Hot Mix & Soils materials and Testing by HMAC Certified Technicians. QC/QA technicians are an invaluable part of our industry. Good quality begins with the technician and good technicians need to be recognized. This program will honor those who strive to be better than the rest and to those who dedicate their career to helping the industry be the best it can be. One technician will be chosen from each level of certification, (1A, 1B, Level 2).

IN THE KNOW
The Texas Department of Transportation conducted a public meeting yesterday to begin collecting feedback on an initial group of 201 road projects the agency is set to tackle across the state. The new construction and maintenance projects will be funded in part using Proposition 1 dollars approved by Texas voters last November.

"The overwhelming support for the proposition by Texas voters is a clear message that transportation is an essential priority for our citizens," said TxDOT Executive Director Lt. Gen. Joe Weber, USMC (Ret). "Now the work begins. We've been coordinating with locally-elected officials and local planning organizations to identify project priorities."

To have a successful QC/QA program we need to recognize and understand how the system works. When QC/QA test results are used in the acceptance decision, testing disputes arising between TxDOT, or its designated agents, and the contractor shall be resolved in a reliable, unbiased manner by referee testing or evaluation performed by the Construction Division, Materials & Pavements Section (CST/M&P) central laboratory.

The Hot Mix Asphalt Center (HMAC) has always had a policy of "pre-payment" for all asphalt and soils classes. At this time, there are waiting lists for all classes and therefore we cannot have anyone scheduled in a class that has not prepaid. The HMAC accepts all major credit cards as payment.
