NAPA has been contracted by FHWA to conduct a survey of asphalt producers in the United States to measure 2011 production levels and the use of recycled materials on a state-by-state level. We need your help to ensure that industry use of hot-mix asphalt (HMA), warm-mix asphalt (WMA), reclaimed asphalt pavements (RAP), and recycled asphalt shingles (RAS) is accurately counted.

WHAT'S GOING ON
In a rare sign of bipartisanship, the House of Representatives and Senate cleared H.R. 4348, the Moving Ahead for Progress in the 21st Century Act, and sent the measure to the White House where the President is expected to sign the measure into Public Law the week of July 2.

The debate in the House of Representatives was brief and mostly congratulatory before they voted 373 to 52 to pass the conference report and send the measure to the U.S. Senate. All but 52 Republican members voted for the legislation. Eight members did not vote.

The Associate Member Advisory Committee is currently developing a plan that will provide trade show booth opportunities at TXAPA’s 2012 Annual Meeting at the Horseshoe Bay Resort. On Friday, April 13, TXAPA Executive Vice President Harold Mullen, Associate Member Advisory Committee Chair Wayne Ramert and TXAPA Director of Business Relations David Kopp met with Horseshoe Bay Resort staff to start the planning for trade show opportunities at the Annual Meeting.

The TXAPA Marketing Committee is taking the lead on the production of a 50th-Anniversary Texas Asphalt Pavement Association book. TXAPA is contracting with Emily Adams, TXAPA’s creative consultant and the owner of AltaCreative, to develop and produce the book in a coffee table format. The book will contain the history of TXAPA since 1962. Gary Corley’s efforts to date for the Texas Asphalt magazine will be the backbone of the book. To help support the history of the association, pictures are intended to be a significant portion of the book.

IN THE KNOW
State officials gave final approval to approximately $1.9 billion in additional transportation funds to communities across the state.

The Texas Transportation Commission, in its revision of the 2012 Unified Transportation Program (UTP) gave approval for the Texas Department of Transportation (TxDOT) to move forward with additional funding identified earlier this year.

The Texas Transportation Commission adopted the Texas Rural Transportation Plan 2035 (TRTP), putting in place a rural component of the state’s broader long-range planning efforts and providing a blueprint for the development of a safer, more efficient and less congested transportation network between population centers.

This is the first plan the Texas Department of Transportation (TxDOT) has prepared that specifically addresses transportation issues in rural areas, noted Commissioner Fred Underwood.

Economists use life-cycle cost analyses to help calculate the total lifetime costs of a project, including initial construction, rehabilitation, maintenance, and salvage value. Several accepted LCCA models exist, helping state transportation engineers and project planners to best compare the costs of project design alternatives.

A new position paper from the Asphalt Pavement Alliance (APA) articulates an appropriate and non-biased method for life-cycle cost analysis (LCCA) that follows guidelines from the Federal Highway Administration. Many agencies are turning to LCCA as a means of evaluating the long-term economic viability of pavement designs.
