On Feb. 1, 2012 Darren Hazlett, Assistant Section Director of the TxDOT Material and Pavements Section of the Construction Division, transmitted TxDOT’s proposed asphalt pavement Special Specifications to Harold Mullen, TXAPA Executive Vice President, for review and comment by TXAPA and TXAPA members. These Special Specifications will replace asphalt pavement specification items from the 2004 TxDOT Specification book and their associated special provisions.

In 2012 the Texas Asphalt Pavement Association (TXAPA) plans to reach out to city, county and consultant engineers and planners across the state of Texas through a series of one-day seminars which will demonstrate the engineering, economic and environmental benefits of asphalt pavement. Under the leadership of Dr. Jon Epps, PhD, P.E., Executive Associate Director Materials, Pavements and Constructed Facilities, Texas Transportation Institute (TTI), and Dr. Dave Newcomb, PhD, TTI Senior Research Scientist Materials and Pavement Division, a one-day seminar (9 a.m. until 4 p.m.) entitled "Engineering for Sustainable and Economical Pavements" has been developed.

The Texas Asphalt Pavement Association will be holding the 2012 Mid-Year Meeting at the Hyatt Regency in Lake Tahoe, Nev. Our members had such a wonderful time in 2011 that we decided to go back and enjoy that nice cool weather in June.

From the National Asphalt Pavement Association (NAPA) this month there is an interesting article which introduces NAPA Special Report 203 entitled "Material-Specific Discount Rate: Inappropriate for Life-Cycle Cost Analysis" which counters a report being promoted by the cement and concrete industries entitled "The Effects of Inflation and Its Volatility on the Choice of Construction Alternatives."

It is a new year and the TxDOT/TXAPA Partners in Quality meetings will be making the rounds across the state and coming to a district near you. 2011 was a very successful year. We held meetings all over the state and included all of TxDOT’s 25 districts. Some districts like Atlanta/Tyler, Amarillo/Childress and Abilene/San Angelo held joint meetings. In 2012 I have been asked if Brownwood can join the Abilene/San Angelo meeting. Other districts such as Yoakum do not hold a meeting in their district; instead they attend both the Houston and San Antonio meetings. In the past Houston and Beaumont held four meetings per year. Late last year they both dropped back to twice a year, and that is what we are planning for 2012. With the above in mind we are planning on holding 22 meetings in 20 districts this year.

The TXAPA Awards Committee, under the leadership of Co-Chairs Tracey Friggle, Director of Construction for the Dallas District of TxDOT, and Eric Johnson, General Plant Manager for Austin Bridge & Road, LP, have been very busy in 2012 even without holding a meeting. Through emails and phone calls Ms. Friggle and Mr. Johnson have helped to release the call for the 2012 TXAPA Quality Asphalt Paving Awards.

The 2012 TXAPA Board of Directors would like to solicit nominations for individuals to receive the honor of being a TXAPA Life Member. From the TXAPA By-Laws: "A Life Membership shall be nominated by a Member in good standing; shall be elected for Life by majority vote of the Board of Directors and shall have the same rights and privileges as a Regular Member. No dues or fees will be assessed a Life Member."

CERTIFICATION NEWS FROM THE HMAC

Certification and re-certification classes are filling up fast. It is imperative to register as early as possible. You can find a current schedule on the Hot Mix Asphalt Center’s Web page located at www.txhmac.org.

Certified technicians must re-certify six months prior to their certification expiring. There is no grace period once the certification lapses. It is the responsibility of each certified technician to monitor your expiration date and schedule your re-certification. If you fail to re-certify within the six-month period, your certification will be revoked. Technicians with revoked certifications will be required to take the week-long training class in order to regain their certification.
