Bobcat Company has officially broken ground on its $20 million renovation and expansion to create the Acceleration Center in Bismarck, N.D. When complete, the Acceleration Center will be a modern complex for advancing innovation where professionals utilize technology and modern design to ensure the position of Bobcat as the leader in the compact equipment industry. The Acceleration Center will initially house 135 employees tasked with innovating and advancing designs; testing; prototype engineering; and the computer simulation of ideas and concepts. These efforts will be accelerated thanks to the collaborative open environment and modern technology built into the facility.

Volvo Construction Equipment (Volvo CE) has used its international press conference at the Bauma 2013 exhibition in Munich to unveil the low-emissions technology used in the company’s forthcoming Stage IV/Tier 4 Final-compliant machines. The engine system, a result of thousands of hours of both bench and multi-application field testing – as well as already installed in over one million Volvo Trucks – is set for launch when the new legislation comes into force in January 2014.

The June 7th CalChamber Alert newsletter gives an update on the status of "job killer" bills. Following the May 31 deadline for legislation to pass the house in which it was introduced, just six of the 37 "job killer" bills identified so far this year remain active. In addition, numerous bills that would have placed on the ballot proposals to increase commercial property taxes have been tabled until next year.

The June 7th CalChamber Alert newsletter also reported on a research report released June 5 examining the effects of Proposition 13. According to the report, there has been no shift of the property tax burden from businesses to homeowners. Despite numerous anecdotes or cherry-picked examples involving individual properties or disputes pending in court, Proposition 13 has done what it set out to do: bring predictability, stability and objectivity to California’s property tax structure, concludes the report prepared by the California Taxpayers Association (CalTax) using data from the state Board of Equalization (BOE).

The U.S. Currency Education Program reports that the redesigned $100 note will begin circulating on October 8, 2013. Will you know how to authenticate it? In April, for the first time ever, estimated total liquid fuels consumption by the industrialized economies that are members of the Organization for Economic Cooperation and Development (OECD), at 44.3 million barrels per day (bbl/d), was below that of non-member countries who used 44.5 million bbl/d. In the June 2013 Short-Term Energy Outlook (STEO), the U.S. Energy Information Administration (EIA) projects that total OECD liquids consumption will rise through the second half of the year, driven in part by increased consumption in the United States during the summer driving season. OECD consumption is expected to exceed non-OECD consumption for the second half of 2013, before falling back below non-OECD levels in 2014.

Greening a fleet can be a daunting prospect, but as fuel prices continue to rise, the opportunity to save money has increased. Truckinginfo.com reported in May that significant and easily accessible funding is now available in California through the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project. Similar programs are coming soon to other parts of the country. HVIP is designed to offset about half of the additional cost of eligible vehicles, including hybrid, battery-electric, and hydrogen fuel cell vehicles for medium- and heavy-duty trucks and buses. Funding is available to both public and private fleets.

The regulation requires diesel trucks and buses that operate in California to be upgraded to reduce emissions. Heavier trucks must be retrofitted with PM filters beginning January 1, 2012, and older trucks must be replaced starting January 1, 2015. By January 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent. The regulation applies to nearly all privately and federally owned diesel fueled trucks and buses and to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds. Small fleets with three or fewer diesel trucks can delay compliance for heavier trucks by reporting and there are a number of extensions for low-mileage construction trucks, early PM filter retrofits, adding cleaner vehicles and other situations.

This area of the Off-Road Mobile Sources website pertains to off-road large spark-ignition (LSI) equipment greater than 25 horsepower and powered by gasoline and liquefied petroleum gas (LPG), and other alternate fuels – forklifts, airport service vehicles, large turf care equipment, portable generators, and other agricultural, construction and industrial equipment. ARB has received U.S. Environmental Protection Agency authorization to enforce the Large Spark-Ignition Engine Fleet Requirements Regulation (LSI Fleet Regulation), including the fleet average emission level standards. Enforcement Advisory 441 announces that all provisions of the LSI Fleet Regulation are enforceable and that ARB intends to commence enforcement of all its requirements. ARB has updated the LSI Fleet Regulation tutorial to reflect regulatory changes that were adopted in December 2010. These changes became effective December 14, 2011.

On July 26, 2007, the Air Resources Board (ARB) adopted a regulation to reduce diesel particulate matter (PM) and oxides of nitrogen (NOx) emissions from in-use (existing) off-road heavy-duty diesel vehicles in California. Such vehicles are used in construction, mining, and industrial operations. Owners or operators of portable engines and certain other types of equipment can register their units under the Air Resources Board's (ARB) Statewide Portable Equipment Registration Program (PERP) in order to operate their equipment throughout California without having to obtain individual permits from local air districts. Revisions were made to the PERP Regulation and Portable Engine Airborne Toxic Control Measure (ATCM) which became effective on February 19, 2011. All holders of PERP Registrations are now subject to these requirements. On July 1, 2012, to apply for initial registration in PERP, all non-flex diesel engines rated 50 bhp and above must be certified to the interim Tier 4 emission standard. The fleet standards from the Portable Engine ATCM take effect January 1, 2013.

The small off-road engine (SORE) category consists of off-road spark-ignition engines below 25 horsepower, including small utility equipment, lawn mowers and weed trimmers. The Truck and Bus Regulation will reduce diesel exhaust emissions from privately owned and federal government diesel trucks and buses. Privately and publicly owned school buses have different requirements and do not need to be reported. The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations, title 13 CCR, sections 2180-2189 for HDVIP, and title 13 CCR, sections 2190-2194 for PSIP, governing these programs were last amended in 2007. The HDVIP program requires heavy-duty trucks and buses to be inspected for excessive smoke and tampering, and engine certification label compliance. Any heavy-duty vehicle traveling in California, including vehicles registered in other states and foreign countries, may be tested. Owners of trucks and buses found in violation are subject to minimum penalties starting at $300 per violation.
