William Livoti, Senior Principal Engineer, Baldor Electric Company, was recognized by the Hydraulic Institute for his technical leadership and contributions in the creation of ANSI/HI Standards. Mr. Livoti was a member of the committee which produced Rotodynamic (Centrifugal) Pumps for Manuals Describing Installation, Operation, and Maintenance, ANSI/HI 1.4-2010. This new standard establishes a convention that will provide IOM manuals that are consistent and will assist pump users locate IOM information in their vendor manuals quickly and conveniently. The organization of this standard has been fully harmonized with the standard for Rotodynamic (Vertical) pumps, ANSI/HI 2.4-2008 released previously.

Graco Inc. announced on April 14 that it has entered into a definitive agreement to purchase the operations of the finishing businesses of Illinois Tool Works Inc. in a $650 million cash transaction. The ITW businesses manufacture and distribute equipment for industrial liquid finishing, powder coating and automotive refinishing, worldwide.

In a recent company press release, Caterpillar stated that its new Cat® three- and four-cylinder diesel engines, with displacements of 1.5 and 2.2 liters, allow Original Equipment Manufacturers (OEMs) to equip their products with fuel-efficient engines that meet EPA Tier 4 Final/EU Stage IIIA/Stage IIIB emissions requirements. Two new engines, the C1.5 and the C2.2, provide ratings from 33 - 61 horsepower (24 - 46 kW) and build on the solid features of their predecessors to assure reliable performance, low operating costs, durability and optimum utilization in a range of applications.

Doosan announced on May 13 that it will be an official patron for The Open Championship, the oldest and most prestigious of the four major global golf events. The sponsorship forms an important part of Doosan's marketing strategy that will support the company's aim to become one of the Global 200 companies by 2020. The Open is organized by The R&A, golf's governing body, and is celebrating its 150th year. Doosan will be one of six patrons including Rolex and Lexus. Doosan will be the first Korean company to join The Open.

The California Chamber of Commerce's Alert newsletter reported recently that Title 8 of the California Code of Regulations, Section 3395 (Heat Illness Prevention in Outdoor Places of Employment) has been revised by the Occupational Safety and Health Standards Board (OSHSB). The amendments to the regulation were effective November 2, 2010 and now apply to all outdoor places of employment. The regulations specifically list industries subject to all provisions of the standard, including the "High Heat Procedures."

CARB
The Air Resources Board announced in a May 10 press release that it is offering $5 million from the federal government’s American Recovery and Reinvestment Act to assist California small businesses in replacing, repowering or retrofitting their off-road diesel vehicles. ARB has partnered with the California Pollution Control Financing Authority, part of the State Treasurers Office, to offer loan assistance to help small businesses upgrade their off-road diesel vehicles used in construction, agriculture, mining and industrial operations. The objective of the program is to encourage early compliance with ARB’s off-road diesel regulation.

Owners or operators of portable engines and certain other types of equipment can register their units under the Air Resources Board's (ARB) Statewide Portable Equipment Registration Program (PERP) in order to operate their equipment throughout California without having to obtain individual permits from local air districts. Recently, there were revisions made to the PERP Regulation and Portable Engine ATCM. These revisions became effective on February 19, 2011, and all holders of PERP Registrations are now subject to the new requirements. Updated operating conditions reflecting the new requirements will be issued upon renewal for all existing registrations.

The ARB adopted amendments to the Statewide Portable Equipment Registration Program (PERP) that took effect on February 19, 2011. Starting on this date, ARB will begin issuing new registrations and renewals with the new requirements. ARB has a brochure available for your rental customers informing them of their requirements when using rented portable engines such as power generators, compressors and pumps that have been registered in the PERP Program. Engines registered in PERP are piston-driven engines having a rated brake horsepower of 50 and greater (> 50 bhp). An article in the March 2011 edition of CASE's Construction Business Owner magazine gave an overview of CARB's Tier 4 requirements. Tier 4 emissions standards introduce substantial reductions of the main pollutants in emissions: carbon monoxide, hydrocarbons, nitrogen oxides (NOx), and particulate matter (PM). Emissions limits are particularly focused on curbing airborne NOx and PM. The U.S. Environmental Protection Agency initiated the first emissions standards for off-road engines more than 13 years ago. With each new stage or tier, EPA standards have established lower allowable emissions. EPA regulations are generally consistent with European, Japanese and Canadian rules, demonstrating a cooperative international approach to addressing this issue. These standards represent the biggest step so far toward reaching near-zero emissions from heavy equipment.

The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule or vehicles that can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations — CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP — governing these programs were last amended in 2007.
