According to a July 30 press release, Dr. Georg Sick, CEO and president of Wacker Neuson SE, informed the supervisory board he would not seek to renew his contract once it expired July 31. At the request of the supervisory board, Dr. Sick agreed to continue as CEO until the end of 2010. He has been a member of group management for 15 years, and, following the conversion to a stock corporation (AG) in 2002, was initially responsible for development and production on the board, moving on to become CEO and president in 2005. He intends to pursue new business opportunities and the company will be looking for an external successor.

Caterpillar Inc. announced Aug. 12 it will expand manufacturing and increase employment in the United States with a new hydraulic excavator facility in Victoria, Texas. Once fully operational, the facility is expected to employ more than 500 and would triple Caterpillar’s U.S.-based excavator capacity. Groundbreaking for the 600,000-square-foot manufacturing operation is scheduled for September. The facility is expected to begin production in mid-2012.

The California Chamber of Commerce has identified a new "job killer" bill that would create economic instability and unpredictability and chill investment and growth that would otherwise aid California’s economic recovery. AB 1511 (De León; D-Los Angeles) increases taxes for California employers and delays the state’s economic recovery by repealing the Net Operating Loss (NOL) carry back deduction, making the single sales factor apportionment formula mandatory and extending the suspension of the NOL carry forward deduction and unitary credit sharing.

The CalChamber Aug. 6 "Alert" reported Democrat legislative leaders released their latest budget proposal, called the "Jobs Budget," which again is heavy on tax increases and light on boosting the state’s economic competitiveness. Touted as "saving 430,000 jobs," the plan (released Aug. 3) would increase taxes by $4.7 billion and continue speculative budget cuts and one-time loans and revenues to support ongoing programs.

According to a Aug. 11 article on sacbee.com, the Federal Bureau of Economic Analysis said personal incomes of California's workers fell by $40 billion in 2009 compared with the previous year. This is the state's first year-to-year decline since World War II. In the Sacramento region, income was off about $800 million.

In an Aug. 11 press release, the office of California Attorney General Edmund G. Brown Jr. stated that a lawsuit has been filed against several companies involved in manufacturing children's bounce houses because some of the inflatable structures contain unsafe amounts of lead.

The California Air Resources Board distributed more than $100,000 to community colleges and a state clean-air fund last month after settlements with 16 companies that violated clean air laws. California law requires companies doing business in the state meet clean air standards and routinely check to make sure equipment complies with ARB rules.

The board hearing for consideration of amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck Regulations has been delayed until November. Staff held workshops in June and July regarding proposed amendments to the regulations. At the workshops, stakeholders requested additional time to review and comment on several items involved in the amendment.

The California Air Resources Board recently released a draft report marking the first major milestone in implementation of a law designed to improve how cities and counties plan for growth and development. The draft report, required under SB 375 (Steinberg, 2008), proposes targets for reducing greenhouse gas emissions in 2020 and 2035 associated with passenger vehicle travel in the state's 18 metropolitan planning organizations, including the four largest: Southern California, San Diego, the Bay Area and the Sacramento region. The Air Resources Board will consider adopting these targets at its September board meeting.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations – CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP – governing these programs were last amended in 2007.
