Steinberg said that lawmakers would work through December, though not on the governor's proposal, and said putting taxes on the ballot in a special election "is a scenario we ought to put into the mix."

Gov.-elect Jerry Brown promised during the campaign that any new taxes would require approval from California voters. Brown, after completing the general budget meeting with lawmakers and local officials in Sacramento, continues his state tour in Los Angeles to discuss education funding.
