TAPPI Standards in Ballot


The TAPPI Standards regulations require public review of standards that are up for ballot. TAPPI members can view any drafts that are in ballot by logging in to the TAPPI web site (www.tappi.org), clicking on "My TAPPI," and then clicking on the "Standards Public Draft Review" link on the left side of the page. If you would like to review and comment on any draft and are not a member of the corresponding Standard-Specific Interest Group (SSIG), you may view the draft on line or you may request a copy of the draft being balloted by writing to standards@tappi.org. TAPPI members may join SSIGs as permanent members; go to the Subject Category page to download forms for this purpose. Nonmembers of TAPPI may join any SSIG as a voting member; to do so, send a message to standards@tappi.org to receive a copy of the draft and a ballot.


Listed below are TAPPI Standards that have recently gone out for ballot to the corresponding Standard-Specific Interest Group (SSIG). The date in parentheses is the closing date for voting.

General Announcements

Getting started is easy. Do you have just a general idea for a standard, or are you farther along and have a substantial draft? If you just have a general idea for a standard or TIP, complete the New Idea Submission Form. TAPPI will review your idea and identify an appropriate committee or group to work on your suggestion. If you are further along, send an initial draft to standards@tappi.org. From there, the TAPPI Standards Manager will guide you through the appropriate process to finalize and approve the new document.
 


The following TAPPI Standard has been withdrawn for technical reasons by a vote of the Standard-Specific Interest Group:


T 841 "Edgewise compressive strength of corrugated fiberboard using the Morris method (short column test)"


The reasons for withdrawal included:


1. The method had an inadequate precision statement.


2. There are few, if any, labs actually doing this ECT test. The idea of restraining the edges with a fixture instead of waxing has actually been captured well in T 839 "{Edgewise compressive strength of corrugated fiberboard using the clamp method (short column test)," and a poll of those attending the April Fiberboard Shipping Container Testing Committee meeting found no one uses T 841 or is aware of any labs who are capable of doing the test.


3. The method uses a single specimen size for all flute sizes, and as indicated in the method, test values are lower as a result. This method is not measuring an inherent compression strength of material as for all B and C flute samples (and possibly some A flute specimens as well). Samples will fail in bending, not compression, because they are too tall relative to their thickness. Given that ECT is used in practice (i.e., in McKee and other models) as an estimate of inherent compression strength, this method fails to meet the general definition of ECT.


Technically withdrawn Standards are no longer available for distribution, except for historical or reference purposes. However, withdrawn Standards may be reinstated by the Standard-Specific Interest Group for that Standard. Any TAPPI members interested in working toward reinstatement of any withdrawn Standards should contact standards@tappi.org.

 


TIP 0402-26 Guidelines for welding and inspection of stainless alloy piping" has been withdrawn by the Quality and Standards Management Committee (Q&SMC) due to lack of progress in its regular review.

Q&SMC may withdraw TIPs that are periodically reviewed if no progress has been made within a year of the targeted completion date.

Withdrawn TIPs are available free for TAPPI members and for a $10 charge to nonmembers. Anyone wishing to open a Work Item for reinstatement of withdrawn TIPs should contact standards@tappi.org.

 


A recent revision of the TAPPI Standards Guidelines included a change in the way 10-year reviews of Classical Methods are handled.


Classical Methods that have been through a ten-year review once will now be balloted for WITHDRAWAL at the second or later ten-year review. Voters on the SSIG will be asked to vote negative if they disagree with the withdrawal and to state reasons for retaining the standard. If the voter agrees with withdrawal, an affirmative vote should be cast.


The idea behind this chnage is to determine if a Classical Method has outlived its use. If it is technology that is no longer in common use, it should be withdrawn from the set of standards.


The first standard to be balloted under this new procedure is T 526 cm-04 (see announcement under "Announcement of TAPPI Standards in Ballot" in this edition of the STAR.

Suppliers of reference materials for TAPPI Test Methods are requested to certify their compliance with TAPPI Standard Practice T 1211 "Acceptance Procedures for Calibration Laboratories." This practice, current edition T 1211 sp-11, establishes guidelines for the listing of organizations as calibration laboratories or providers of standardized materials for TAPPI Standard Test Methods. Such organizations are involved with the maintenance of master instruments, calibration of test instruments, and the issuance of calibration materials or transfer standards.


The list of reference material suppliers appears in the full set of TAPPI Standards, on the TAPPI website, or is available upon request from the TAPPI Standards Department (standards@tappi.org). Organizations currently on the list will be notified that it is required that they recertify on a yearly basis in order to remain on the list. Organizations that file the recertification form with TAPPI by September 3, 2013, are assured of being listed in the next edition of the full set of methods on CD that will be released in March 2012. The filing date of September 3, 2013, has been established so that there will be time to review the responses prior to the publication deadline.


Organizations that provide reference materials for TAPPI Standard Test Methods but which are not currently on the Reference Materials list should also submit self-certification forms by September 3, 2013, in order to be included in the next full set listing. Such organizations should contact the TAPPI Standards Department (standards@tappi.org) to obtain the certification form.

A proposal has been made for a new standard test method: "Sorptive rate and capacity of bibulous paper products using gravimetric principles (M/K Systems-type)."


The scope of the method is: This test method determines the liquid sorption of bibulous paper, paperboard, and paper products using gravimetric principles. This test method measures both the rate and capacity of liquid sorption through demand wettability or wicking. Liquid capacity is defined as the point in the analysis where the sorption rate falls below 5.0 mg in 5 seconds. Agreed intermediate points are measured during the analysis to determine rate.


A Standard-Specific Interest Group (SSIG) must be formed for this proposal. Any individuals who are interested in this Standard may join the SSIG to receive ballots when this method is ready for vote. If you would like to join the SSIG for this project, please notify the Standards Department at standards@tappi.org or by fax at +1-770-446-6947 no later than June 17, 2013.
