Catalyst Paper, Richmond, B.C., Canada, this week announced the permanent closure of its Snowflake paper mill located in northeastern Arizona, USA, and its subsidiary the Apache Railway Co. The company noted that the decision follows "extensive efforts to improve the operation's financial performance in the face of intense supply input and market pressures." The operation is scheduled to cease production on September 30.

"The decision to close Snowflake is an extraordinarily difficult one given the exceptional effort that employees, unions, and public officials have given to address the unique challenges at this mill, said President and CEO Kevin J. Clarke. "We understand and regret the difficult impact within the Snowflake community and surrounding region created by closure of the mill. I want to acknowledge and thank all who have given us their unwavering support and cooperation. There were no stones left unturned."

Catalyst implemented a number of measures since acquiring the Snowflake operation in 2008, to address market challenges and input cost pressures. These included production of higher-value specialty paper grades at what was formerly a newsprint-only mill, capital investment, productivity, quality and service improvements, full leverage of the mill's environmental attributes, and competitive labor agreements. Catalyst has also explored a range of alternatives, including attempting to sell the mill.

However, Catalyst explained that with newsprint demand down more than 10% annually since the end of 2008, old newsprint (ONP) price volatility, and higher freight costs as procurement and sales have been forced to go further afield to source recycled paper supply and secure product orders, the mill's profitability could not be restored. ONP prices have increased approximately 163% since 2009, it adds, pointing out that a $5 per ton increase in ONP price has a negative impact of approximately $2 million on EBITDA and approximately $1 million on net earnings. Snowflake generated negative EBITDA since 2009.

The closure of the mill is expected to result in savings of annualized selling, general, and administrative expenses and to avoid future operating losses associated with Snowflake. Catalyst recorded a $161.8 million asset impairment charge, required under GAAP, in the latter half of 2011. The closure will result in some initial cash costs, which are expected to be recouped from working capital and the sale of Snowflake mill assets in 2013.

"Reduced quality of ONP as municipalities moved to single stream waste recovery combined with ONP price volatility driven by export markets were obstacles on the input side. Added to these challenges are the protracted demand decline for recycled newsprint and other printing papers. While we did everything possible to prevent this outcome, employees, vendors and customers needed the certainty that today's announcement provides," Clarke said.

Clarke and other Catalyst executives met this week with employees and union representatives at the Snowflake Mill and Apache Railway Co. to outline the closure plan. The operations currently employ 308 salaried and hourly workers. Catalyst says it will honor its obligations to employees and will work closely with suppliers, customers, and regulators through the wind-down of operations. The site will subsequently be prepared for sale and repurposing.

Catalyst produces diverse specialty mechanical printing papers, newsprint, and pulp. With four mills, located in British Columbia and Arizona, the company has a combined annual production capacity of 1.8 million metric tons.

As part of the 2012 TAPPI PEERS Pulping Program, October14-18, in Savannah, Ga., USA, a team of process technology experts will explore several alternative production scenarios for today's kraft pulp mills. Focusing on new and emerging technology breakthroughs and cost-feasible process modifications, one session looks at the technical ins and outs of converting existing bleached kraft market pulp capacity to chemical cellulose (dissolving pulp) production or co-production.

Eric Wiley of Andritz leads off this session with a detailed how-to presentation on upgrading a continuous kraft cooking system with new auto-hydrolysis (water) technology to allow swing production of viscose grade dissolving pulps, while maintaining the mill's ability to produce its staple market pulp grade. This presentation shows mills how to use process flexibility they already have to broaden their product mix as market conditions warrant.

This presentation is followed by an in-depth analysis of the complex operating and market-related impacts, negative and positive, of converting market pulp production to dissolving pulp. Enrique Mateos-Espejel with FPInnovations will examine conversion aspects from both the process infrastructure perspective and operating considerations, focusing mainly on the expanded extraction of hemicellulose that directly affects cost and overall production efficiency. He will particularly look at energy demand and projected usage.

The Pulping Program at the TAPPI PEERS Conference is specifically designed to provide kraft pulp mills with operating-floor knowledge and information on how to boost operating efficiency and improve overall profitability. Dissolving pulp conversion, bleaching innovations, and non-wood fiber developments are just a few of many breakthrough topics that will be covered.

Market Roundup
The summer lull by paper producers and the global economic downturn made life difficult for European pulp manufacturers in July, according to a report by EUWID, Germany, which notes that industry experts all agree that further price reductions are going to occur in softwood pulp. Hardwood pulp producers are also going to find it difficult to maintain their existing price level even though the BEK market is still looking robust, they say.

The downhill trend in the European common currency is only adding to the pressure on prices, EUWID continues. The exchange rate has been roller-coasting for a number of weeks now and has been as high as $1.21 at times. Thus, buyers in the euro region are paying more for pulp in spite of falling U.S. prices. Pulp manufacturers say papermakers should be interested in price stability nevertheless. Pulp prices are said to be their only argument to bring plunging paper prices to a halt at the moment.

In spite of more conspicuous reductions in the past few months, EUWID says, prices for softwood pulp are still under more pressure than those for hardwood pulp, and manufacturers do not have much room left to maneuver.

Experts do not expect to see any marked improvement in the global economy and thus an upswing in demand on western paper markets until the end of the year at the earliest, EUWID points out, adding that at the moment, only a few have any hopes that the situation could change as early as September. Market players have told EUWID they believe a number of competitors will soon have no choice but to resort to stoppages for market reasons. As always, "no one wants to be the first," EUWID was told.

Eucalyptus pulp manufacturers are hoping for growth at least from numerous newly-opened or planned tissue capacities in China. However, this would not compensate for the slump in demand from paper mills in the West either, an industry observer pointed out, EUWID concludes.

Wood costs for many European pulp mills have fallen the past six months as the pulp market has weakened. In the Nordic countries, pulp log and wood chip prices have fallen 11% -15% from last spring, according to the Wood Resources Quarterly (WRQ), Seattle, Wash., USA. Despite the price decline, Europe continues to have some of the highest wood fiber costs in the world.

Wood fiber costs for pulp mills fell in practically all major markets of Europe in the 1Q/12 because of weaker pulp markets in late 2011 and early 2012, reports the WRQ. Last year, wood costs in many countries on the continent, including Sweden, Norway, France, Austria, Germany, and Spain, reached record highs, but in all of those markets, prices for pulp log and wood chips are now substantially lower WRQ adds..

The financial instability in many economies in Europe is contributing to the increased uncertainty about the near future demand for pulp and paper on the continent and weakening pulp markets, so many pulp mills are trying to cut production costs to stay profitable. Wood fiber costs have fallen more than other costs (energy, labor, and chemicals) the past six months. Nevertheless, wood costs are still by far the highest cost component when manufacturing pulp, ranging between 55% and 70% of total production costs for the major producers in Europe, according to Fisher International, South Norwalk, Conn.

Because of the weaker pulp markets, many pulp mills in France and Germany reduced operating rates, resulting in lower demand for pulp logs last winter. This not only interrupted the almost two-year trend of price increases, but actually contributed to a fall in prices, back to levels previously seen last summer. With the euro weakening against the U.S. dollar, wood prices in dollar terms have declined even more dramatically than in the local currency, WRQ notes.

In Northern Europe, pulp log prices have fallen between 11% and 15% from last spring, depending on country and species. It has been difficult to be a forest owner in Sweden the past year, as prices have declined for both saw logs and pulp logs. In parts of Sweden, it is not likely that pulp log prices will decline much further as they are now reaching the same levels as those for energy logs, according to WRQ.

Eucalyptus log prices in Spain have been on a steady decline for almost a year and the major fiber consumers have lowered the price they pay to landowners practically every month so far this year. In U.S. dollar terms, the average cost for eucalyptus log has declined by 21% since its all-time-high in the 2Q/11

Despite the recent decline in pulpwood and wood chip price, pulp mills in Europe still have higher wood costs than many of their competitors around the world, WRQ concludes.

Hardwood pulp shipments were quite weak (down 11.4% y/y), driven by weakness in North America, Eastern Europe, and China.

Softwood shipments were generally flat, with weakness in North America and Western Europe, offset by China, Latin America, and Eastern Europe. Total inventories increased by one day of supply to 34 days (hardwood +4 days), Wilde reports.

China is now the largest boxboard consumer in Asia, accounting for more than 50% of total Asian boxboard consumption since 2004. Chinese boxboard demand is expected to continue growing through 2016, according to the new report by RISI, Brussels, Belgium, titled China Boxboard Study.

In the study, "we have examined the macroeconomic trends contributing to this growth, as well as the growth fundamentals in 15 major downstream industrial segments," said Ken Waghorne, VP of Packaging at RISI.

On the supply side, China's share of total Asian capacity increased from 30% in 2000 to nearly 60% in 2010. The nation's capacity growth is expected to reach a record high of 12.8% in 2012, and will be even higher in 2013.

"For virgin cartonboard grades, capacity expansion is expected to hold a double-digit pace in the medium term, which is far above the demand growth trend. Oversupply will force producers to expand channels into external markets, making China a net exporter of boxboard," said Han Yao, economist, Asian Paper Packaging, RISI, and the study's lead author. "As China becomes a more influential player in the global boxboard market, it will be critical for boxboard manufacturers and suppliers to the industry to better understand what drives the market here," he added.

BASF Corp., Charlotte, N.C., USA, has been awarded the top environmental honor for reclamation of mining land in the state of Georgia by the Georgia Mining Association (GMA). The award recognizes BASF's efforts to return mined lands to their natural state. This is the third time in four years that the BASF Middle Georgia Kaolin site has received the award.

Mining on the McIntyre, Ga., property was complete prior to the 1968 Surface Mine Act, which meant the company was not required to reclaim the disturbed land. However, BASF enlisted the services of Freeport Corp to reclaim this property in 1981 because it is located adjacent to a state highway with high public visibility. As the result of a process that involved terracing to control run-off and minimize erosion, soil preparation, and fertilization, the site currently gives life to vegetation in various states of maturity up to and including planted pine trees. A total of 52,000 slash pine seedlings were planted on the 153 acres throughout the reclamation process. Incorporating Georgia's Best Management Practices for Mining (BMP) for soil and water conservation as well as stabilization, the site also includes a 10-acre stocked settlement pond.

"BASF believes environmental protection is one of the cornerstones of sustainable development", said Shane Porzio, VP, Global Kaolin Business Management. "The site's 20-yr history includes eight GMA President's Awards and 10 Outstanding Achievement Awards, which is an acknowledgement of our commitment to being a leader in the area of sustainability."

Stora Enso Specialty Papers, Uetersen, Germany, has launched MediaLiner, a bright white graphic liner for corrugated packaging, displays, and other laminates. This new product is aimed at brand owners seeking "eye-catching" corrugated packaging and displays to boost sales at the point of sale (POS). Stora Enso notes that buying decisions are usually made spontaneously at the POS. Thus the trend in corrugated packaging is changing. Traditional brown boxes are gradually being replaced by multi-functional packaging designed to actively support sales.

Contemporary packaging has to attract customer's attention at the POS, Stora Enso emphasizes. For corrugated packaging, this can be achieved through high-quality graphics, unique surface effects, and tactile appeal of the liner. MediaLiner was especially developed to address these requirements and gives brand owners a host of exciting new ways to create high-impact product appearance, the company says.

MediaLiner is produced at the Stora Enso mill in Uetersen from virgin fiber and is therefore white throughout. The resultant brightness is reinforced by a double silk coated surface. "This smooth, bright white surface permits a refreshing, clear color reproduction in printing, allowing the use of brilliant, high-resolution graphics, no matter what the basis weight and type of corrugated board or laminated material," the company points out.

The new graphic liner, available in basis weights of 120, 135, 160, 190, and 220 gsm, also features enhanced converting performance and glue absorption characteristics. Suitable for both offset and flexography, it is ideal for pre-print and direct printing using either sheets or reels, Stora Enso says.

The study establishes an upper-boundary estimate of development potential. Economic or market restraints would factor into what projects might actually be deployed.

The report is valuable for decision makers and utility executives because it compares estimates across renewable energy technologies and unifies assumptions and methods. It shows the achievable energy generation of a particular technology given resource availability, system performance, topographic limitations, and environmental and land-use constraints.

The study includes state-level maps and tables containing available land area (square kilometers), installed capacity (gigawatts), and electric generation (gigawatt-hours) for each technology.

The complete report is available online.

Fisher International, South Norwalk, Conn., USA, has named Szymon Siuda senior consultant, Europe Office. Siuda joins Fisher with more than 15 years of sales and marketing strategy experience across a broad range of paper and process industry businesses, including chemical and equipment supply, paper and paperboard manufacturing, converting, consumer packaging, and greenfield startup sectors.

Siuda has a degree in chemical engineering and before joining Fisher International held management positions at several multinational corporations including BASF and Raisio where he was involved in global business development and instrumental in establishing commercial enterprises in Europe, North and South America, and many parts of Asia.

"The fact that Fisher International established new offices and research assets in China last year sparked a lot of interest among suppliers who need reliable market intelligence to compete for a seat at the Asian table," noted Stanley Okoro, Fisher International's GM. "No matter what the size of a company, to be effective in such a vast market, resources must be allocated judiciously; every decision has to be made with analytic discipline and supported by data. We're also seeing an awakening on the producer side as European paper companies brace themselves to compete with China for commodities if not markets."

Siuda said that "the European paper industry is focused on the opportunities and threats that Asia represents. Serious players are investing in information to leverage their positions because that's where they'll get the greatest return on investment at this point. The stakes are very high and it's virtually impossible to recover from a miss-step resulting from unreliable or incomplete market intelligence. These are not issues that can be managed with predigested thinking and canned answers. The questions being asked require reliable asset data and unique, customized solutions, which is why more people are turning to Fisher International. The mission for the consulting team in Europe is to make sure clients capitalize on the benefits FisherSolve delivers so that our Asia intelligence pays dividends."
