  6. Placing the Quality Department Under the Production Manager - Many paper industrialists often place the quality department under the production manager. This is something we would not recommend.   7. Not Having an IE Department - Many paper industries lack the IE i.e. Industrial Engineering department. IE is concerned with the optimization of complex processes and operations that are carried out in your paper mills.
