This week, City of Toronto Councillors will be presented with an odious and disreputable recommendation to create an Exclusionary Provision in City Contracts, one that would see anyone who challenges the City under their Charter Rights banned from further participation in City work.

This onerous recommendation pretends to address stakeholder concerns by assuring us that full power for the use and implementation of such a measure resides within the City and a senior bureaucrat, which means it is open to subjective and undefined use.
