Consultation on Prompt Payment and Adjudication on Federal Construction Contracts Begins

Just weeks after the General Contractors Alliance of Canada (GCAC) was formed, the anticipated national review of prompt payment and adjudication has begun.

In a letter to GCAC Chair Matt Ainley, reviewers Bruce Reynolds and Sharon Vogel have announced that industry consultation will run from March 5th to 30th, which will include meetings and written submissions. A report of recommendations will be delivered to the government by May 1st.

The Reviewers have issued an Information Package that serves as a reference and discussion document for the consultation. It includes a serious of questions that are the focus of the review.

The process is driven by an extremely aggressive timeline that includes introduction of legislation early in the fall session. This is probably very complex legislation and while Ontario is extremely familiar with the issues and proposed solutions, the rest of the country's general contractors are not yet familiar with it or the impact.

The compact consultation will likely cause Reynolds and Vogel to rely heavily on their recommendations that became Bill 142. The GCAC will meet to prepare proposals in the next week.
