Sharp exchanges mark second water hearing

On Wednesday, Sept. 7, the New York State Legislature held its second water quality hearing. For more than five hours, a panel of officials from the New York State Department of Health and Environmental Conservation and their commissioners were the topic of criticism and questioning from state lawmakers.
