The Stop the Timber Innovation Act Coalition sent a letter to House and Senate Agriculture Committees leadership opposing the inclusion of a Tall Wood Building Prize Competition or any mass timber building competition in the upcoming farm bill conference meeting. Neither the House nor Senate versions of the farm bill included these provisions, but provisions are occasionally “air dropped” into the bill when the House and Senate meet to discuss the differences between their bills. Several of the key sponsors of the Timber Innovation Act are on the conference committee, and NRMCA and the Stop the TIA Coalition will be monitoring developments to continue to oppose mass timber provisions. The House appointed conferees last week and the Senate is expected to appoint conferees in the coming weeks. The timing of the conference is uncertain.

NRMCA joined a group of pro-business associations in urging the White House to rescind an Obama-era labor rule that mandates project labor agreements (PLA) for certain federal and federally-assisted construction projects. PLAs require all contractors, regardless of whether their workforce is unionized or not, to subject themselves and their employees to unionization in order to work on a government project. These agreements typically result in higher project costs for taxpayers and require employers to follow union dictates.

Last week, both the House and Senate passed H.R. 2353, the Strengthening Career and Technical Education for the 21st Century Act, reauthorizing programs that provide career and technical education assistance to states to distribute to technical colleges and high schools for career-based job training and education. The legislation supports programs that offer students the knowledge, skills and hands-on experience necessary to compete for jobs in a broad range of fields. This legislation provides more than $1 billion per year for these programs, emphasizing the importance of training students for careers rather than categorically pushing them toward college. These programs train employees in trades and technical education, such as the ready mixed concrete industry. With the industry’s shortage of drivers and skilled workers, this is important legislation to support the industry’s workforce development needs. With passage by both House and Senate, the bill will go to the president’s desk to be signed into law.
