John Loyer has joined NRMCA as senior director, state and local government affairs. Mr. Loyer, who will be based in Arlington, VA, was been the CEO of his own consulting practice for nine years and has a broad background in local, state, federal, and international government affairs related to the building industry. In his new role at NRMCA, he will represent the Association at the state and local levels on issues ranging from building codes to sustainability and resiliency to legislative and regulatory areas affecting its membership and policies of the organization.

As one of the most successful energy efficiency and green building advocates in the U.S., Mr. Loyer has served as head of state government affairs for the American Institute of Architects (AIA) where he spearheaded the effort to create the International Green Construction Code in partnership with the International Code Council (ICC). He was also head of all government and regulatory affairs for a large international foam insulation manufacturer, Icynene Inc. and prior to that was the first energy efficiency and green building advocate for the National Association of Home Builders (NAHB).

A certified code official, he has taught as adjunct faculty at Penn State University’s Pennsylvania Housing Research Center in the School of Engineering and was a guest lecturer at the University of Maryland School of Architecture. An accomplished public speaker, he has keynoted and presented at numerous conferences throughout the United States. Mr. Loyer holds a bachelor’s degree from Mercyhurst University in Erie, PA, a master’s degree from McGill University in Montreal and a post-graduate diploma in legislative affairs from Georgetown University in Washington, DC.
