Each year, NPMA works diligently to identify and recruit members to serve on our association’s committees. In an effort to foster fresh ideas and allow all NPMA members to share their expertise, we are calling on you to nominate yourself or an industry colleague to serve on an NPMA committee. Your involvement and leadership will help us chart a successful future for the association and the industry.  Please take a moment to click on the links below to view the list of NPMA committees and complete an application. 
 
Please note: The majority of NPMA committees meet face-to-face at least twice per year in conjunction with Legislative Day in Washington, D.C. and PestWorld (2017 will be held in Baltimore, MD). Committee Conference calls are scheduled as needed but don’t typically exceed once per month. Additionally, the incoming NPMA President makes final appointments of individuals to all NPMA committees.

NPMA members may nominate the names of qualified write-in candidates for the 2017-18 Board of Directors by following the procedures established in the NPMA Bylaws. Write-in nominations are due to NPMA no later than 5 p.m. EST on Tuesday, February 28.
 
The Board of Directors election will be held this Spring, and all voting will be conducted online. To ensure you have the opportunity to vote, please make sure we have your proper email. PPMA aims to educate consumers on the importance of protecting against termites

With spring on the horizon, the industry is closely watching for signs of termite activity. After a rather unusual winter, swarms are expected to appear early and in force and companies are ready to respond. The Professional Pest Management Alliance (PPMA), which serves as the public outreach arm of the National Pest Management Association (NPMA) is working to spread consumer awareness about termites during Termite Awareness Week, March 12-18, 2017. This annual designation is recognized by Chase’s Calendar of Events and is celebrated throughout the pest management industry. Using various media relations and social media tactics, PPMA will work to educate homeowners about the dangers of termites and how to best protect their homes.
 
 
The second Global Summit of Pest Management Services for Public Health and Food Safety, presented by NPMA and the Confederation of European Pest Management Associations (CEPA), will be held April 3-4, 2017 at the New York Hilton Midtown. Participants will address emerging issues and evaluate - with clients and other relevant stakeholders - which action steps are required to respond to these future needs. Click here for more details and registration.

Heard from the Hill
Following the 2017 strategic direction set by our members, NPMA staff members have been working to push for state pesticide preemption (currently seven states including AK, HI, ME, MD, NV, UT, and VT don’t have pesticide preemption laws). Efforts began in December when NPMA, in partnership with the Biotechnology Innovation Organization (BIO) and National Association of Landscape Professionals (NALP), hosted a coalition meeting to discuss preemption with representatives from related industries. Since then, work has been underway to push for preemption this year in Utah, and today we are excited to report that we have cleared the first of several hurdles to accomplishing our goal in the state.

Earlier this month, UT HB 280 was introduced and is fully supported by UT-based pest management companies and organizations doing business in the state. As of Friday, our Utah Pest Control Coalition (UPCC) sent letters to all 13 members of the House Natural Resources, Agriculture, and Environment Committee which the bill passed through unanimously yesterday. We anticipate the bill will be put on the consent calendar for floor consideration as early as next week.

NPMA thanks those members in UT who have been working hard to support these efforts. We’ll continue to work in UT over the coming weeks while discussing plans for a broader initiative.
Last week, the House Committee on Agriculture approved H.R. 953, the Reducing Regulatory Burdens Act. H.R. 953 would clarify that federal law does not require redundant, and unfairly burdensome National Pollutant Discharge Elimination System (NPDES) permits for already regulated pesticide applications. H.R. 953 had bipartisan support in the Committee on Agriculture and has passed the Committee the past two Congresses. 

Thank you for the over 1,000 responses sent by NPMA members over the past week! Your voice certainly made a difference, but the fight is not over – we will need your support again on this issue.  H.R. 953 is now assigned to the House Transportation and Infrastructure Committee due to water jurisdiction.  We anticipate increased opposition in the T & I Committee and then the House floor.  We are also working with Senators to advance H.R. 953’s Senate counterpart S. 340.  

In addition to H.R. 953, another important bill, related to pesticide registration fees also passed the House Committee on Agriculture yesterday.  H.R. 1029, the Pesticide Registration Enhancement Act, reauthorizes the Pesticide Registration Improvement Act (PRIA). PRIA creates a more predictable and effective evaluation process for affected pesticide decisions by coupling the collection of fees with specific decision review periods. PRIA also promotes a shorter decision review period for reduced-risk pesticides. PRIA is vital to ensuring necessary funding is properly allocated to EPA Office of Pesticide Programs resulting in the availability of products for PMPs.
On Friday afternoon, the U.S. Senate voted 52-46 to confirm Scott Pruitt as the next Administrator of the U.S. Environmental Protection Agency (EPA). Pruitt previously was the Attorney General for the State of Oklahoma. We hope to have a healthy working relationship with Administrator Pruitt and the Agency during his tenure. We will articulate to Administrator Pruitt the importance of the Office of Pesticide Programs (OPP) to be fully funded. It is imperative that Pest Management Professionals have all of the latest and greatest pesticide products available to them.
