Certifying Payrolls Made Easy

Ensuring certified payrolls reports are correct and timely can present challenges to contractors working on public projects, but a number of them have found an easier method of gathering data and verifying its accuracy using LCPtracker, a cloud-based certified payroll program.

"The software reduces the risks upon audit of certified payrolls because of numerous systems validations," says April Medlin, division project accountant manager with Balfour Beatty Construction in San Diego, a San Diego Chapter member. "It increases the efficiencies of our project accountants. There is no longer a paper chase with our subcontractors. The data is uploaded and in the LCPtracker database."

Subcontractors enter their payroll information directly into LCPtracker’s online software. Balfour Beatty’s project accountants review it for completeness before certifying it. The company is using it on more than 90 public projects, primarily schools, colleges and detention facilities.

"We help prime contractors and agencies collect, check and monitor all of their subcontractors’ labor law requirements and any other compliance-related data," says Mark Douglas, president and CEO of LCPtracker of Orange, California.

In addition to the federal government, 30 states and more than 100 municipalities have prevailing wage laws. LCPtracker works with all of them. And the firm continues to update the software as regulatory requirements change.

The software checks the wage, amount and overtime entered against the rules to ensue everything complies with the requirements of that project or locale. LCPtracker formats the payroll to federal and state standards and stores a historical record of all payroll data in a secure cloud-based location.

"The primes know the subs are meeting all of the requirements for labor compliance," Douglas says. "Our software keeps track of the rules, and the prime is assured the sub is complying with the law."

LCPtracker reports that clients obtain an immediate 50 percent increase in efficiency upon implementation of the software. With specialty reporting for veterans and apprentices, customers experience an 80 percent savings on time and cost of compliance. LCPtracker provides more than 100 different reports.

"We keep primes from having problems with audits; we reduce the risk of fines," Douglas says. "Workforce reporting is getting to be a large part of federal contracting."

The software will alert the subcontractor if it did not pay overtime on a Saturday or if it was under the percentages for apprentices and give the sub an opportunity to correct it.

"We provide a wall of security that does not let subcontractors make mistakes," Douglas says. "It makes subs follow the rules. The prime does not get stung when the auditors come in."

LCPtracker provides subcontractors with free support and training. Medlin appreciates that, saying it saves Balfour Beatty employees’ time explaining how to use the software.

"Primes have a single database for all projects, for all subcontractors and every employee on a project," Douglas said. "And it has been checked against all of the rules."

Pricing for the software varies. A prime or agency can purchase LCPtracker Professional on a per a project basis, such as $1,000 for a $5 million project, or in bulk for multiple projects. That allows the purchasing body and the subs to enter unlimited data. A subcontractor can purchase a report for $10 through LCPtracker’s LCPcertified subcontractor program. Pricing ranges based on the number of projects in the system.
