We continue to hear from many of you that the labor market remains tight. While it is clear that worker shortages are, in some cases, a significant problem for many contractors, we feel it is important to continue our efforts to better quantify where these shortages are taking place, how severe they are, and what steps firms are taking to both cope with tight labor markets and improve the supply of new, qualified workers. That is why we will be asking members to take a few minutes to complete the following workforce survey that we have prepared. The more people understand the scope, and consequences, of a tight construction labor market, the more likely they are to act on the measures we identify in our Workforce Development Plan that are designed to make it easier for school systems, local associations and private firms to establish career and technical education and training programs. Construction employment increased by 16,000 jobs in June to the highest level since October 2008, signaling a new burst of hiring after three months of pause, according to an analysis of new government data by AGC of America. Association officials urged federal, state and local lawmakers to enact measures to make it easier for school officials, local associations and construction firms to set up construction training programs.

The U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers announced the pre-publication version of a proposed rule to rescind the Obama-era 2015 "Waters of the United States" (WOTUS) rule that defines what streams, wetlands and other wet areas are controlled by the federal government and subject to the permitting requirements of the Clean Water Act. This action is the first step in a comprehensive, two-step process intended to review and revise the definition of WOTUS consistent with President Trump's Executive Order on "Restoring the Rule of Law, Federalism, and Economic Growth by Reviewing the 'Waters of the United States' Rule."

This first step (when finalized) would re-codify the regulatory text that existed prior to 2015 WOTUS rule. That is currently the controlling law, as a result of the U.S. Court of Appeals for the Sixth Circuit's stay of the 2015 rule. Therefore, this proposed rule does not change current practice with respect to what WOTUS definition applies: The agencies will continue to use the 1986 regulations and applicable jurisdictional guidance (status quo as it existed before the 2015 rule) in making jurisdictional determinations or taking other actions based on the definition of WOTUS.

JE Dunn Construction, a member of multiple AGC chapters, recently completed a new laboratory for the rapidly growing animal science program at Berry College in Rome, Georgia. The 4,600-sq-foot facility—a pre-fabricated metal building with Quik-Brik masonry walls—expands capacity for faculty and student research and provides space for hands-on teaching labs.

On Friday, June 23, Miron Construction Co., Inc., an AGC of Greater Milwaukee Inc. and AGC of Wisconsin member, welcomed 40 female students from local classrooms to its Neenah headquarters for the second annual Build Like a Girl event. The day-long program aims to showcase opportunities for women in the construction industry and combat both the severe lack of women in the field and the skills gap affecting the industry as a whole.

Skanska USA, a member of multiple AGC chapters, announces the completion of the new 12,000-ft-long two-lane Choctawhatchee Bay Bridge (US 331) in Walton County, Florida, featuring a fishing pier, boat ramps, docks and a public park.

Sundt Construction, Inc., a member of multiple AGC chapters, broke ground on the new Otay Ranch Senior Living Facility on June 27. The general contractor was awarded a $20-million Construction Manager at Risk contract to build the new facility. The community will be state-of-the-art, with 111 units for assisted living and memory care. The 105,000-sq-foot project is located in Village Five of the Otay Ranch Community. The building’s amenities include a dining room and bistro, movie theater, fitness room, arts and crafts center, barber/beauty salon, activity space and courtyards.
