The U.S. Environmental Protection Agency (EPA) is still collecting applications for the 2013 Construction Equipment Funding Opportunity, a pilot rebate program to help public and private construction equipment owners repower or retrofit their older diesel powered off road construction engines. EPA currently has $2 million in available funding for the rebates. This program is made possible by the Diesel Emission Reduction Act (DERA), which Congress reauthorized in January 2011 to allow rebates, in addition to grants and revolving loans. You may be eligible for a monetary rebate from EPA to help cover the cost of installing DPFs (diesel particulate filters) or doing engine repowers. But you must submit your one-page application form by Jan. 29, 2014 (deadline just extended), to participate in the lottery-type drawing for rebates. Your chance of winning is very good as only a few applications have been submitted thus far.

Advocacy
AGC will press for action on a host of direct-federal construction procurement initiatives in 2014, including: 1) prohibiting reverse auctions for construction services, 2) reasonably limiting single-step design-build procurements; 3) reasonably limiting second-step design-build finalists to three to five teams; and 4) reasonably implementing the allowance of prime contractors to count lower tier small business subcontractors toward their small business subcontracting goals. The first three initiatives are legislative and well underway in Congress as a result of AGC advocacy efforts in 2013. The last initiative is regulatory and faces implementation through the U.S. Small Business Administration, after AGC successfully pressed for the small business reform before Congress in 2013. It is with a heavy heart that AGC of Ohio announces that one of the association’s founding fathers, E. Grant Hesser, passed away on December 26 at his home at Sand Hill Cove in Palm City, Fla. at the age of 94. Hesser was an icon of the construction industry in Cincinnati and worked at Maescher Industries, Inc. (the former Chas. V. Maescher & Co., Inc.) and served as president until 1983.
