Location: It All Starts With "Where?"

Ask any dispatcher in any PSAP what is the first question they ask to a 9-1-1 caller, and it will most likely be: "What is the location of your emergency?" Ask anyone working on any NG9-1-1 related project about his or her biggest challenge, and their answer will likely involve location. Ask the FCC about the most important efforts they have undertaken in recent years, and the rule regarding cell phone location accuracy will be high on their list. Finally, if you have any doubt regarding the importance of location in 9-1-1, review the media reports from the string of recent tragedies where responders were delayed because of location-related issues.

It is apparent that location is the common recurring theme in both the operational and technical issues that face our 9-1-1 community today. With the recent FCC action, NG9-1-1 implementations, and the ever-increasing percentage of 9-1-1 calls made form cell phones and other non-landline devices, location will only grow in significance in the coming years.

OPS UPDATE
NENA Public Safety Communicationis & Railroad Interaction Standard, ANS Candidate NENA-STA-013.1-201X (DRAFT) has been posted to the NENA collaboration website and is available for Public Review and Comment. This document provides guidance and relevant information for operational interaction between public safety answering points (PSAPs), public safety communications, railroad call centers, railroad-sworn personnel in the field, and related railroad responders.

Current NENA Development Group members with a login to NENA Workspace can submit comments by clicking here. Those without a login can click here. From there, select "add a comment" just above the title "Document Details." Please complete all requested data and "Save" OR if submitting multiple comments, select "Save and Add Another".

All comments are due by Sept. 21, 2015. Contact the NENA Committee Resource Manager with any questions or concerns.
 
Having adjudicated all comments, the subject document is now considered "stable." Per NENA IPR, Section 4.5 a "Stable Form Notice" is being issued and is shown at the bottom of this email.

4.5 Declarations during Review
When any Deliverable is in stable form, but before it undergoes review by the NENA Process Review Committee the Committee Resource Manager shall send a StableForm Notice to all NENA Development Group participants giving notice of a deadline, at least sixty (60) days from the date of the announcement, by which all Patent Holders with respect to the Deliverable must submit a completed copy of the Licensing Declaration Form in Annex B to the Committee Resource Manager. All Stable Form Notices shall also be posted to the Committee Management Website.

Once the 60 days have passed, the document will go to the Process Review Committee for approval.

The NENA Intellectual Property Rights ("IPR") Policy, available at http://www.nena.org/?IPR, requiresParticipants in NENA Committees to disclose certain Patent IPRs during the process of developing a Deliverable such as a Technical or Operations Standard Document (i.e., any Standard). After receiving this notice, all Patent Holders have 60 days in which to submit a Licensing Declaration Form.

GOVERNMENT AFFAIRS UPDATE
NENA is pleased that Chairman Wheeler has announced an aggressive agenda to drive NG9-1-1 deployment, including a strong call for congressional action aimed at speeding the transition. During the 2012 NG9-1-1 Legal Framework proceeding, NENA expressed our own support for congressional actions similar to those that Chairman Wheeler endorsed today. We continue to believe that federal bridge funding, through increased grants and matching funds, can significantly speed up the deployment of NG9-1-1 as we maintain legacy E9-1-1 systems during the transition. Moreover, we agree with the Chairman that providing states with stronger tools to ensure the legitimate and transparent use of 9-1-1 fees could increase both the quality of 9-1-1 service at the local level and the willingness of Congress to make investments in 9-1-1 from the federal level. Finally, we strongly support the Chairman’s call-to-action with respect to PSAP cybersecurity and workforce development. Going forward, each of these initiatives will be critical to the success of the broader 9-1-1 enterprise. As always, NENA stands ready to work closely with the Commission to achieve this vision as rapidly as possible.
