Location: It All Starts With "Where?"

Ask any dispatcher in any PSAP what is the first question they ask to a 9-1-1 caller, and it will most likely be: "What is the location of your emergency?" Ask anyone working on any NG9-1-1 related project about his or her biggest challenge, and their answer will likely involve location. Ask the FCC about the most important efforts they have undertaken in recent years, and the rule regarding cell phone location accuracy will be high on their list. Finally, if you have any doubt regarding the importance of location in 9-1-1, review the media reports from the string of recent tragedies where responders were delayed because of location-related issues.

It is apparent that location is the common recurring theme in both the operational and technical issues that face our 9-1-1 community today. With the recent FCC action, NG9-1-1 implementations, and the ever-increasing percentage of 9-1-1 calls made form cell phones and other non-landline devices, location will only grow in significance in the coming years.

NENA  has issued an open call for submissions for publication consideration for the Fall 2015 edition of NENA's official magazine, The Call. Articles on any 9-1-1/public safety operations or technology topic will be considered. Manuscripts should not exceed 20 double-spaced pages and should follow current American Psychological Association (APA) style. Further instructions for authors can be found by clicking here. Manuscripts may be submitted electronically; send the document as an email attachment to NENA Communications Director Chris Nussman for consideration by Aug. 24, 2015.

Kevin Humphreys: My name is Kevin J. Humphreys, I am 27, from Grand Blanc, MI. I have been a dispatcher for five years now, four of which at my current department. I work for the Oakland County Sheriff’s Office in Pontiac, MI, as a Dispatch Specialist. I have always had a passion for helping in the community, which is evident in my time with the National Ski Patrol (netting about 500 hours of community service in three years), and my Eagle Scout award from the Boy Scouts of America.

I have always wanted to be a cop from as far back as I can remember, when I was a tot. That is, until I became a dispatcher. I absolutely love this job. I love the technology that I have access to daily, I love being able to make a difference in lives every single day. Many call this a job, I call it a career from which I can see myself retiring.

I have been a member of NENA for about two years now. The first year’s membership was paid for by my union, who paid for six dispatchers to become members on a trial basis to see if there was a benefit. After that first year, they did not see any benefits, and decided to only fund one position. I knew this was something worthwhile, and decided to self-fund myself as a member in both NENA and APCO.

This document provides guidance and relevant information for operational interaction between public safety answering points (PSAPs), public safety communications, railroad call centers, railroad-sworn personnel in the field, and related railroad responders.

Swatting is false reporting an emergency to public safety by a person for the intent of getting a ("SWAT team") response to a location where no emergency exists. The calling party will often report they are involved or nearby as a witness to a home invasion, active shooter, or hostage situation, attempting to muster the largest response possible. Often, the law enforcement response is substantial, with police confronting the unsuspecting victims at gunpoint, only to learn that there is no real emergency.

The NENA Video Relay Service (VRS) and Internet Protocol Relay Service (IP Relay) PSAP Interaction Information Document is intended to provide guidelines for PSAPs and recommendations to the FCC regarding:
  • Emergency calls to 9-1-1 via Video Relay and IP Relay Services (or similar third-party entity)
  • Effective relay of such calls to the appropriate Public Safety Answering Point (PSAP)
  • Interaction between the caller, the Communication Assistants (CAs) and the PSAP Telecommunicators
 
Having adjudicated all comments, the subject document is now considered "stable." Per NENA IPR, Section 4.5 a "Stable Form Notice" is being issued and is shown at the bottom of this email.

4.5 Declarations during Review
When any Deliverable is in stable form, but before it undergoes review by the NENA Process Review Committee the Committee Resource Manager shall send a StableForm Notice to all NENA Development Group participants giving notice of a deadline, at least sixty (60) days from the date of the announcement, by which all Patent Holderswith respect to the Deliverable must submit a completed copy of the Licensing Declaration Form in Annex B to the Committee Resource Manager. All Stable Form Notices shall also be posted to the Committee Management Website.

Once the 60 days have passed, the document will go to the Process Review Committee for approval.

NENA Intellectual Property Rights Policy – Annex C – Stable Form Notice
 
TECH UPDATE
In April, 2015, NENA representatives attended a summit sponsored by the United States Department of Transportation’s (USDOT) and Bureau of Transportation Statistics (BTS). The Summit provided a specialized forum for generating ideas and gathering input on the feasibility and format of a shared address database for the nation. NENA representatives provided expertise related to public safety requirements and obtained an understanding of addressing needs of others. The objective of the summit was to answer the following four questions:
  • Is development of an National Address Database (NAD) a good idea?
  • Can a NAD be feasibly created?
  • Are there strong ideas for a technical and organizational approach?
  • Are there clear and productive next steps that can be taken?
The summit consisted of group discussions, presentations, and breakout sessions to examine the objectives in greater detail. Some key core tenets for a NAD initiative are:
  • The database should contain information from authoritative sources, i.e., sources that are involved in the original creation and management of address data (no occupant information).
  • It should be publicly available serving both public and private interests.
  • It should not just be a listing of addresses, but it should contain the location of the address as a coordinate pair.
The final report from the NAD summit is now available.
 
NENA Next Generation 9-1-1 for Data Management Requirements document, NENA-REQ-002.1-201X (DRAFT) has been posted to the NENA collaboration website and is available for Public Review and Comment. This document defines requirements for discrepancy and performance reports associated with processes within the Next Generation 9-1-1 (NG9-1-1) system. The intent of the document is to provide 9-1-1 authorities, vendors, Communication Service Providers (CSP), and other interested parties with guidelines for communicating issues or status of various elements within the system.

This is a second review due to substantive changes being made. Current NENA Development Group members with a login to NENA Workspace can submit comments by clicking here. GOVERNMENT AFFAIRS UPDATE
The NG9-1-1 Institute, a not-for-profit organization that supports the mission of the Congressional NextGen 9-1-1 Caucus, announces the election of Patrick Halley, Esq., as its new executive director. Halley will continue as Of Counsel to Wilkinson Barker Knauer, LLP, a leading Washington, D.C.-based law firm with one of the largest communications law practices in the country. 

Kim Robert Scovill, Esq., the Institute’s executive director for the past two years, recently became the D.C.-based vice president of regulatory affairs for Intrado, a leading national 9-1-1 provider. To aid a smooth transition, the Institute Board elected Scovill to the role of deputy director.
