Location: It All Starts With "Where?"

Ask any dispatcher in any PSAP what is the first question they ask to a 9-1-1 caller and it will most likely be: "What is the location of your emergency?" Ask anyone working on any NG 9-1-1 related project about his or her biggest challenge and their answer will likely involve location. Ask the FCC about the most important efforts they have undertaken in recent years and the rule regarding cell phone location accuracy will be high on their list. Finally, if you have any doubt regarding the importance of location in 9-1-1, review the media reports from the string of recent tragedies where responders were delayed because of location-related issues.

It is apparent that location is the common recurring theme in both the operational and technical issues that face our 9-1-1 community today. With the recent FCC action, NG9-1-1 implementations, and the ever-increasing percentage of 9-1-1 calls made form cell phones and other non-landline devices, location will only grow in significance in the coming years.

With the April release of the new NENA APCO Quality Assurance and Improvement (QA/QI) standard and the transition to NG9-1-1 underway, we are making major strides toward excellence in emergency communications. On the morning of Sunday, June 28, lace up your running or walking shoes in support of 9-1-1 training and wellness programs and participate in the Friends of 9-1-1 second-annual "Run for 9-1-1" charity 5K in Denver, Colorado!

The run/walk promotes healthy living among 9-1-1 professionals, gives the Denver community and supporters from around the country a chance to say thank you to 9-1-1, and generates funds for scholarships and 9-1-1 training opportunities.

Interested runners and walkers should visit the Friends of 9-1-1 website for more information. The registration fee is currently $30, will increase to $35 on May 16, and then to $40 on Race Day (June 28). Teams of five runners can register for $100.

Those who cannot attend the run/walk in person are encouraged to show support by becoming a Friends of 9-1-1 Fundraiser, with options available for individuals or groups to raise funds for scholarships and other initiatives benefiting 9-1-1 professionals.

NENA Intellectual Property Rights Policy – Annex C – Stable Form Notice
 
NENA Standards for the Provisioning and Maintenance of GIS data to ECRF/LVF,  NENA-STA-005.1-201X (DRAFT) is available for Public Review and Comment. This is a second review due to substantive changes being made. This document defines operational processes and procedures necessary to support the i3 Emergency Call Routing Function (ECRF) and Location Validation Function (LVF). Additionally, this document identifies ECRF/LVF performance and implementation considerations for 9-1-1 Authorities’ consideration.

To submit comments,  current NENA Development Group members with a login to NENA Workspace should click here, and all others wanting to comment should click here. Then select "add a comment" just above the title "Document Details." GOVERNMENT AFFAIRS UPDATE
The National 911 Program recently released its third annual update to the report; "Next Generation 9-1-1 (NG9-1-1) Standards Identification and Review: A compilation of existing and planned standards for NG9-1-1 systems." The standards document is a compendium of all of the NG9-1-1 standards, including those for products, interfaces, data, tests, performance, and operations. This snapshot of the current NG9-1-1 standards development process is just one of the tools the National 911 Program provides in its effort to collect and disseminate information to help the 9-1-1 community assess and plan for the transition to improved emergency communication services for the public.

The FCC has released the comment cycle dates for a new proceeding that will, at long last, bring an end to 9-1-1 calls from Non-Service-Initialized (NSI) wireless phones. The Notice of Proposed Rulemaking adopted in April seeks comment on:
  • Eliminating the requirement that wireless carriers forward to 9-1-1 centers calls from handsets that are not subscribed to wireless service.
  • Setting a date-certain for the phase-out of the rule at six months after the adoption of an order.
  • Protecting access to 9-1-1 from devices roaming on networks other than the one to which they are subscribed.
  • Ensuring a smooth transition through understanding of the technical and operational challenges that network operators and 9-1-1 centers will face.
  • Alternative approaches that could reduce the problems associated with fraudulent NSI 9-1-1 calls.
Interested parties may file comments with the Commission by visiting www.fcc.gov/ecfs and using Docket Number 08-51. Comments are due June 5, 2015, and Reply Comments are due July 6, 2015.
