May 15 marked the historic implementation date for the four largest U.S. wireless carriers to deploy text-to-9-1-1 capabilities for their networks.

Although this feature offers callers a strong new tool to reach out during an emergency if they are unable to place a traditional voice call, text-to-9-1-1 may not be functional for all consumers just yet.

"It is very important for the public to recognize that the May 15 implementation date for carriers does not mean that text-to-9-1-1 service will available to all consumers on that day," cautioned Brian Fontes, CEO of NENA – The 9-1-1 Association. "Text-to-9-1-1 availability will ultimately depend on funding and the deployment of hardware, software, and training programs at the nearly 6,000 9-1-1 centers across America, and progress will vary from one community to the next."

The text-to-9-1-1 capability is particularly useful for over 40 million Americans who are deaf, hard of hearing, or have speech disabilities. Text-to-9-1-1 also offers potentially life-saving advantages to callers in domestic abuse situations or tragedies like school shootings, who cannot voice their situation or location.

OPS UPDATE
The NENA NG9-1-1 Education and Training working group has prepared a few talking points related to text-to-9-1-1 in order to ensure that the 9-1-1 community provides a consistent message nationwide. If contacted by the media related to text-to-9-1-1, below are talking points that may be used. These messages can be incorporated into a news release or educational materials.

TECH UPDATE
NENA Registry System (NRS) Standard, NENA-STA-xxx (DRAFT)  is available for a 15 Business Day Public Review and Comment starting May 19, 2014, and ending on June 6, 2014, at 5 p.m. ET.

This document defines how the NRS was implemented and how it will be maintained. All comments shall be submitted by clicking here and then selecting "add a comment" just above the title "Document Details."  Please complete all requested data and "Save" OR if submitting multiple comments, select "Save and Add Another". 

You may contact the NENA Committee Resource Manager with any questions or concerns about submitting your comments.
 
The Emergency Services IP Network Design (ESIND) Work Group is currently looking for volunteers to assist in reviewing the Emergency Services IP Network Design document. Several areas in the document will need to be improved including:
  • Assignment of Autonomous System Number (AS) Numbers – including interaction with American Registry for Internet Numbers (ARIN)
  • Uniform DNS entries for ESInet’s
  • Coordinate and document empirical testing on the performance thresholds described in the document
This important work will result in the updating of NENA 08-506 that can be used by vendors and 9-1-1 authorities when implementing NG9-1-1 systems. To join this group, please go here. Complete and submit the form, which will go to the work group co-chairs, Jim Lockard and Joel McCamley.
