This document provides information and planning guidelines for Public Safety to support their efforts to plan and implement Interim SMS Text for 9-1-1 service.  Version 1 will be followed in a few weeks by an expanded version 2 that will document more information in this area, including the experiences of early adopters for SMS text for 9-1-1.  Public Safety management is encouraged to take action to bring SMS text-to-9-1-1 to their county, to provide texting to 9-1-1 capability to the residents who are deaf, hard of hearing, or have a speech disability, as well as others who need to use text in emergency situations. This webinar will feature an overview of the Regional Emergency Communications Coordination Working Groups (RECCWGs) from the Federal Emergency Management Agency (FEMA), a presentation from the Coordinator of the National 911 Program, and open Q&A sessions.

Brian Carney, Communications Integration Branch Chief/National RECCWG Coordinator, FEMA Disaster Emergency Communications (DEC) Division, will present on opportunities for the 9-1-1 community to leverage the RECCWG for regional resources and information sharing. An open Q&A session will follow the presentation.

Also presenting and available for questions, will be Laurie Flaherty, Coordinator of the National 911 Program, who will present a video on the benefits of NG9-1-1. Following the video, Laurie will highlight other recently released products and programs, including the National Conference of State Legislators’ (NCSL) summary of 2013 enacted 9-1-1 legislation, and release of the most recent version of "NG911 Standards Identification and Review."

NENA: Tell us a little bit about who you are, where you’re from, and what you do....

Skip Dalton: My Name is Homer "Skip" Dalton and I am employed at Frontier Communications as their 911 Administrator covering their footprint in Ohio. I obtained my employment at General Telephone Company in Norwalk, Ohio on February 28, 1972 as a Central Office Installer and I have stayed employed with the company as it has changed from General Telephone Company – to "GTE" – then Verizon, and finally Frontier Communications. Feb. 28, 2014, was my 42nd service anniversary. 

In 1974, I was in charge of the deployment of a new "Step-by-step" Central Office in Milan, Ohio, and as part of that installation we deployed basic 9-1-1 services to the Milan Police department. The service consisted of the switch connecting talk battery to a local cable pair, which rang a "POTs" phone that set on the desk at the police department. That was my first introduction to 9-1-1, and 9-1-1 has been a part of my life ever since. 

I have been involved with 9-1-1 in many different capacities in telecommunications. I have installed 9-1-1 CPE and Network services as well as having Supervised Business technicians in Ohio that have installed all phases of 9-1-1 services, from the 9-1-1 Selective Router all the way to the PSAP, including PSAP "CPE" equipment. As a 91-1 project manager, it was especially rewarding to work directly with PSAPs when they were initially installing 9-1-1 service or upgrading their PSAP equipment to newer technologies.

As a current member of the Ohio ESINet technical Subcommittee, I am thrilled to see 9-1-1 embracing the challenges of the digital age as we're preparing for Next Generation 9-1-1 in Ohio.

OPS UPDATE
Enbridge recently announced the successful launch of an online pipeline emergency training program for 9-1-1 center personnel serving areas along Enbridge’s onshore pipeline systems throughout the United States and Canada, including the Vector Pipeline system operated by Enbridge. The training was developed in partnership with NENA and includes material from a NENA standard and Pipeline Emergencies, an industry leading pipeline emergency response training program developed by the National Association of State Fire Marshals (NASFM). 

The one-hour training program features 3-D, interactive graphics to help call takers and dispatchers better visualize how to initiate a response to pipeline incidents. The program covers the basics of crude oil and natural gas gathering and transmission pipeline operations. It also includes real-life scenarios that guide dispatchers on how to recognize the warning signs of a potential pipeline emergency, locate contact information for pipeline operators, and relay information to the public and emergency responders.

As important as the physical and mental preparation is to the mission of a TERT team, the biggest hurdle in our mental preparation is to understand and work within our mission. The philosophy of the Washington TERT program is the philosophy of service. 

When you arrive at a requesting/receiving PSAP, the question should not be, "What do you want us to do?" The question should be, "How can we serve you?" The spirit of service is different than the spirit of "fixing." As TERT members, WE ARE NOT THERE TO FIX THINGS. We cannot fix things. We can support them as they fix themselves, but we are not "fixers/"  Our mission is to serve them and the communities they serve. We are there to support them in their PSAP's continuity of operations for the good of the community.  It is critical to the success of the team that you understand this philosophy and the difference between serving and fixing. We are here to serve.

Having adjudicated all comments, the subject document is now considered "stable." Per NENA IPR, Section 4.2.2 a "Stable Form Notice" is being issued and is shown at the bottom of this email.
 
4.4.2 Disclosure During Review Period
When any Deliverable is in stable form, but before it undergoes review by the NENA Process Review Committee the Committee Resource Manager shall send a Stable Form Notice to all NENA Development Group participants giving notice of a deadline, at least sixty (60) days from the date of the announcement, by which all Patent Holders with respect to the Deliverable must submit a completed copy of the Licensing Declaration Form in Annex B to the Committee Resource Manager. All Stable Form Notices shall also be posted to the Committee Management Website.
 
Once the 60 days have passed, the document will go to the Process Review Committee for approval.

TECH UPDATE
As agencies and regions move forward with implementing NG9-1-1 and IP based emergency communications systems, it is critical that they adhere to a standardized, industry neutral format for exchanging emergency incident information between disparate manufacturer’s systems located within one or more public safety agencies, and with other incident stakeholders.

The goal of the NENA/APCO Emergency Incident Data Document (EIDD) working group is to initiate the process of creating a National Information Exchange Model (NIEM) conformant, American National Standard (ANS) that will be used to share emergency incident information between and among authorized entities and systems. The Emergency Incident Data Document (EIDD) Information Document is the first step toward achieving that goal. The content of this document provides the recommended list of data components, their relationships to each other, the data elements contained within each data component, and where applicable the registries that control the available values for appropriate data elements. A joint NENA/APCO group is working on an EIDD American National Standard (ANS). Once completed, the ANS will replace this document.
 
NENA is now inviting vendors to participate in the next NG9-1-1 interoperability Industry Collaboration Event (ICE). At recent ICE events, we tested various components and aspects of the i3 architecture; however, the various aspects were not tested simultaneously. ICE 6 will focus on comprehensive end-to-end functionality, interaction between vendor elements (external interfaces), and interoperability testing.

The National 911 Program recently released its most recent update of the report "Next Generation 911 (NG911) Standards Identification and Review: A compilation of existing and planned standards for NG911 systems." The value of this report lies in the fact that each of the SDOs whose standards are included have reviewed the content for accuracy and were supportive of the National 911 Program’s effort to provide the 9-1-1 community with a cumulative list of NG911-related work. These standards will be especially important in ensuring a seamless emergency communication system, particularly as the Nationwide Public Safety Broadband Network is deployed.
 
GOVERNMENT AFFAIRS UPDATE
The Federal Communications Commission’s Public Safety and Homeland Security Bureau announces a workshop on "Public Safety Imperatives for All-IP Networks." The 1 ½ day workshop will be held on Thursday, April 17, 2014, and Friday, April 18, 2014. The workshop will be comprised of four sessions that will focus on current public safety, emergency response and national security dependencies on legacy switched telecommunications infrastructure and challenges in four categories: (1) day-to-day public safety operations in an all-IP world; (2) disaster preparation and responses in an all-IP world; (3) additional risk factors from cyber exploits on commercial, public and government networks; and (4) the impact of technology transitions on national security and federal government systems.

The workshop will be free and open to the public. Individuals interested in attending this event must pre-register online at http://transition.fcc.gov/pshs/event-registration.html. Also, the event will be shown live at www.fcc.gov/live for those who cannot attend in person.
