This document provides information and planning guidelines for Public Safety to support their efforts to plan and implement Interim SMS Text for 9-1-1 service.  Version 1 will be followed in a few weeks by an expanded version 2 that will document more information in this area, including the experiences of early adopters for SMS text for 9-1-1.  Public Safety management is encouraged to take action to bring SMS text-to-9-1-1 to their county, to provide texting to 9-1-1 capability to the residents who are deaf, hard of hearing, or have a speech disability, as well as others who need to use text in emergency situations. Questions can be referred to Roger Hixson.

This document, and other valuable text-to-9-1-1 resources, are available here.

On Sunday March 2, Team Penske’s No. 22 Shell-Pennzoil Ford Fusion carried a "Friends of 9-1-1" decal during "The Profit on CNBC 500, Presented by Small Business Fueling America," at Phoenix International Raceway. A group of 9-1-1 professionals got the chance to tour the Team Penske pit and met the car’s talented driver, Joey Logano, who finished the race 4th after leading the pack  for 71 laps.

Check out pictures from the race on the Friends of 9-1-1 Facebook page.

Before the race, Logano commented, "I’m honored to feature the Friends of 9-1-1 program on my car during the race. 9-1-1 professionals help keep Americans safe every day, and I hope folks in the stands and watching at home will be inspired to join me in saying ‘thank you’ to these unsung heroes of emergency response."

Established in 2013 by NENA, Friends of 9-1-1 develops scholarships, continuing education opportunities, and wellness programs for America's 9-1-1 professionals, who are charged with answering more than 250 million 9-1-1 calls every year.

Project Management 101
Wednesday, March 26 | 3PM Eastern (live) or On-Demand
$50 for NENA Members | $85 for Non-Members
Register now!

No matter what size your agency or company, if your work number is 9-1-1 there are many things you share with your fellow professionals in the public safety communications community. Long shifts, difficult callers, and a love of coffee are just a few. But the biggest thing we share may be managing, organizing, designing, and implementing projects.

From the implementation of a new CAD or radio system, to the construction of your agency's new center, nearly every agency is involved with projects large and small on an almost a constant basis. Sadly, most directors, managers, and supervisors are put into the role of Project Manager or Lead with little or no training or support for that vital process. As a result, deadline slips, scope creeps, and change orders blossom. (Don't worry, we will define those terms for you.)

In this informative, entertaining, and dynamic webinar presentation, you will learn some of the basics of how to ensure your project is a success. By outlining successful (and not so successful) experiences; general project management guidelines from a public safety prospective, and resources available to assist any emergency professional, Jim Lake and Christopher Carver of NENA's Education Advisory Board will help you to ensure that you experience better results - whether it is a $10,000 or a $10,000,000 project.

Can't attend on the 26th? Register now and receive on-demand access to the webinar archive.

Webinar Access Info
Dial-in and web-access details will be provided to attendees via email the week of the webinar.

NENA: What does 9-1-1 mean to you?
Anthony Summers: 9-1-1 to me is a number that allows a conduit for the public to speak to the first, first responders to report emergencies and receive help in a timely manner. I arrived at this meaning because In addition to being the Assistant Director of our organization, I have been a volunteer Firefighter\EMT with the Port Allen Fire Department for the last 17 years. I have responded to numerous emergencies throughout my career as a Firefighter\EMT. I have seen firsthand the difference that being able to get help rapidly makes in being able to save lives and protect property.

NENA: Is there a particular event or call that you are particularly proud of?

AS: One of the events that stands out the most to me in my career is when we moved into our current communications center in October 2009. This was accomplished after almost a decade of working with my former boss to accomplish the goal of centralizing our parish's three PSAPs that were within two block of each other into one. Accomplishing this task required that many hurdles including politics, money, and Hurricanes Katrina, Rita, Gustav, and Ike be overcome. This event was one of the events in my career that makes me the proudest because of the countless number of lives that we have saved through the efficiencies realized by the centralization of public safety telecommunications in our small parish.

OPS UPDATE
NENA Hearing Standards for Telecommunicators (formerly NENA 54-002) (DRAFT) is available for a 15 Business Day Public Review and Comment starting Feb. 14, 2014, and ending on March 7, 2014, at 5PM ET. This standard includes information including: Telecommunicator position requirements, audiometric testing of candidates and employees, audiology, and Americans with Disabilities Act as it relates to employment.

All comments shall be submitted by clicking here and then selecting "add a comment" just above the title "Document Details." Ensure the section labeled "Email Notifications" has nothing checked. Please complete all requested data and "Save" OR if submitting multiple comments, select "Save and Add Another."

Any questions or concerns with submitting your comments, please contact the NENA Committee Resource Manager.

As a result of increasing demands on PSAPs associated with increased call volume, new technologies, budget constraints, and staffing shortages, the PSAP Ops Committee – Task Overload Workgroup was formed and has been tasked with identifying the concurrent number of tasks that can be completed by a Telecommunicator, a recommended method for testing multi-tasking capabilities as part of a pre-employment screening, as well as the effects on multi-tasking and overload on a Telecommunicator in order to provide mitigation techniques. The workgroup is encouraging feedback via an online survey from the PSAP community to examine the following areas:
  • Impact of budget cuts/or lack of budget increases on PSAP staffing levels
  • Current service level benchmarks and methods for determining
  • Current methods and effectiveness of pre-employment screening
  • Current methods utilized by PSAPs for job analysis to determine where improvements can be made to distribute tasks more evenly
  • Impact on service levels and other performance measurements due to PSAP overload
  • Impact on employee retention, performance, and stress due to individual task overload
We encourage PSAP managers to participate in this survey so that we may provide a well-rounded recommendation to the NENA members and 9-1-1 PSAPs as a whole to aid in the implementation of NG9-1-1.

TECH UPDATE
NENA is now inviting vendors to participate in the next NG9-1-1 interoperability Industry Collaboration Event (ICE). At recent ICE events, we tested various components and aspects of the i3 architecture; however, the various aspects were not tested simultaneously. ICE 6 will focus on comprehensive end-to-end functionality, interaction between vendor elements (external interfaces), and interoperability testing.

You may provide all comments and responses to Brian Knueppel and Delaine Arnold. Click here for additional info.

The National 911 Program recently released its most recent update of the report "Next Generation 911 (NG911) Standards Identification and Review: A compilation of existing and planned standards for NG911 systems." The value of this report lies in the fact that each of the SDOs whose standards are included have reviewed the content for accuracy and were supportive of the National 911 Program’s effort to provide the 9-1-1 community with a cumulative list of NG911-related work. These standards will be especially important in ensuring a seamless emergency communication system, particularly as the Nationwide Public Safety Broadband Network is deployed.

GOVERNMENT AFFAIRS UPDATE
The FCC's recent action is a major step toward ensuring that everyone who dials 9-1-1 can be located quickly and accurately, according to NENA: The 9-1-1 Association.

Nearly 40% of U.S. households use wireless phones only, and millions of Americans live and work in large buildings and complexes, factors that may make it difficult to pinpoint locations automatically.

"By proposing rules to improve automatic location of those dialing 9-1-1 from indoors locations and multi-level buildings, the FCC is taking a big step in helping the public," said Bernard "Buster" Brown, President of NENA, and an active 9-1-1 professional from Danville, VA.

"NENA recognizes that this important and potentially life-saving effort will require significant efforts by wireless telecommunication providers, location technology providers, and 9-1-1 professionals," Brown said. "With more than 70% of 240 million annual calls to 9-1-1 coming from wireless devices, it is imperative that we work cooperatively to provide the most effective location capabilities to find people quickly in their moment of need."

UPCOMING EVENTS
From reporting on the Afghanistan and Iraq wars to covering the on-going situation in the Middle East/North Africa, to observing the North Korean celebration of the 65th Anniversary of the Workers Party, to witnessing the final troops leaving Iraq from Camp Virginia in Kuwait and visiting the very border spot where he entered Iraq on March 20, 2003, embedded with the Marines, Woodruff conveys the most influential stories facing our world today.

In January of 2006, while reporting on U.S. and Iraqi security forces, Woodruff was seriously injured by a roadside bomb that struck his vehicle near Taji, Iraq. In an instant, his life was altered forever. Sharing stories from his moving and inspirational best-selling memoir, In An Instant, which he co-authored with his wife, Lee, Woodruff captivates audiences and leaves them with a new understanding of the fragility of life, the strength of family, the bravery of those who helped save his life, and lessons on how to survive and overcome even the most tragic of circumstances.

For his intrepid ability to get at the heart of a story, Woodruff has won numerous awards including three Emmys, a George Foster Peabody, an Alfred I. Dupont Award, and the Daniel Pearl Award for Courage and Integrity in Journalism. After his miraculous recovery, the Woodruffs established the Bob Woodruff Foundation (ReMIND.org), which assists wounded servicemen and their families with receiving the long-term care they need and helps them successfully reintegrate into their communities.
